The League — The Free Nations Region 
 
SECTION I — INTRODUCTORY AND RECOGNITION 
- The regions of The League and The Free Nations Region (hereinafter: Signatories), in an effort to continue their successful diplomatic relationship, hereby establish the following bilateral treaty. 
 
 
 
- The Free Nations Region recognizes the Consulate and Council, as established by the Constitution of the Republic, and any legal successors thereof, as the sole legitimate government of The League. The League recognizes the Government of The Free Nations Region, as established by its Constitution, and any legal successors thereof, as the sole legitimate government of The Free Nations Region.
 
 
 
- Should any legal successor to the sole legitimate government of either signatory be declared, a memorandum of understanding must be signed by the signatories to affirm the continuity of this treaty.
 
 
 
 
SECTION II — DIPLOMATIC AND SECURITY COLLABORATION 
- Signatories shall maintain on-site embassies and diplomatic representatives with one another, continuously and to the best of their abilities. 
 
 
 
- When requested, signatories shall aid in the legal transition of each other’s World Assembly Delegates. 
 
 
 
- Signatories shall seek to have meaningful communication and cooperation through the World Assembly between their governments outside of institutional obligations to the best of their abilities.
 
 
 
- Signatories agree to a pact of mutual defense and will share intelligence pertaining to the security and stability of each other’s regions and governing bodies. 
 
 
 
- Signatories shall endeavor to cooperate on military operations to the best of their abilities.
 
 
 
- Both signatories affirm their commitment to the defender cause and shall collaboratively seek to contribute meaningfully to the defender faction and to the protection of native regimes and their sovereignty, globally, to the best of their abilities. 
 
 
 
 
SECTION III — CULTURAL COLLABORATION 
- Signatories shall attempt to host and/or partake in regular interregional cultural events and exchanges to aid in the development of the relationship between their communities. 
 
 
 
- Signatories shall attempt to enable regional message board access through their embassies to allow communication between residents to the best of their abilities.
 
 
 
 
SECTION IV — RATIFICATION AND WITHDRAWAL 
- This document may be amended with the consent of both signatories after a period of mutual deliberation and drafting. 
 
 
 
- Either signatory may exit this treaty following a good faith effort to preserve foreign relations, provided three-day notice.

SECTION I — INTRODUCTORY 
- The peoples of The League and Thaecia, resolving to continue their mutually beneficial relationship in military, diplomatic, and cultural affairs, hereby announce the following treaty between our esteemed regions.
 
 
 
- This is a bilateral document, and the terms which follow apply to the established signing governments of The League and Thaecia.
 
 
 
- Terms of this document between the signing governments, henceforth “signatories”, shall apply to both their home regions and the directly incorporated territories thereof.
 
 
 
 
SECTION II — MILITARY COOPERATION AND PROVISIONS 
- Signatories shall maintain a state of non-aggression, and shall resolve any potential disputes diplomatically. 
 
 
 
- Furthermore, signatories shall undertake mutual defense initiatives. These include providing one another military assistance in case of a military attack, internal or external, at the request of either signatory as well as the sharing of intelligence relating to the security of either signatory.
 
 
 
- The two previous clauses shall not apply to potential military altercations where signatories are on opposing sides, only instances directly involving either signatory region itself. 
 
 
 
- Signatories shall, at the request of the other, aid in each other’s internal legitimate delegacy transitions.
 
 
 
 
SECTION III — FOREIGN AFFAIRS COLLABORATION 
- Both signatories shall maintain on-site embassies with each other and otherwise cordial diplomatic relations.
 
 
 
- Neither signatory shall conduct military action against the on-site embassies of another signatory. Responding to provocation in defense and response to an infringement upon either region shall be exempt from this clause.
 
 
 
 
SECTION IV — CULTURAL AFFAIRS COLLABORATION 
- Signatories shall, at their convenience, host bilateral or multilateral cultural events to foster friendliness and development between their communities.
 
 
 
- On-site embassies, as previously mentioned, shall aid in fostering connectivity and development between signatory regions.
 
 
 
 
SECTION V — RATIFICATION & WITHDRAWL 
- This treaty shall enter into force immediately upon ratification by the internal procedures of each signatory. 
 
 
 
- Either signatory may exit this treaty via their internal processes for repealing a treaty.
 
 
 
- Either signatory will endeavour to give a week's notice in the aforementioned embassies before withdrawing from this treaty.

				The signatories, committed to the values of self-determination, regional sovereignty, and respect for the World Assembly and its members, hereby enter into the Partnership for Sovereignty.  
 
I. Statement of Principles 
 
1. Self-Determination. The Partnership for Sovereignty stands in support of the right of natives of a region to determine the status of their own region. 
a. The Partnership for Sovereignty supports Security Council liberation proposals when natives in the target region have consented to the passage of the liberation, especially when the target region is at imminent risk of destruction.  
 
b. The Partnership for Sovereignty opposes Security Council liberation proposals when natives in the target region are opposed to the passage of the liberation, except when the target region supports fascism or hateful ideologies and/or where the region has regularly launched unprovoked attacks against other regions. 
 
c. The Partnership for Sovereignty opposes the practice of approval raiding. Signatories will act against it, including through diplomatic and defensive military action, as each region considers appropriate in the circumstances. 
 
2. Positive Community. The Partnership for Sovereignty stands in support of positive contributions to the building of a better NationStates. 
 
a. The Partnership for Sovereignty supports well-written Commendations for nations or regions which have made significant contributions to defending except where the target nation or region declines their own Commendation.  
 
b. The Partnership for Sovereignty supports well-written Commendations or Condemnations for nations or regions which have made significant contributions to roleplaying, Issue writing or answering, region-building, interregional diplomacy, trading cards, and/or other parts of NationStates except where the target nation or region declines their own Commendation or Condemnation. 
 
3. Respect. The Partnership for Sovereignty stands in support of the stated goals, institutions, and processes of the World Assembly and opposes bad-faith efforts to undermine or circumvent them. 
 
a. The Partnership for Sovereignty opposes not only approval raiding, but any and all bad-faith efforts or proposals that manipulate, mislead and/or subvert the intentions of the World Assembly’s voters, and will endeavor to counteract such disinformation. 
 
b. The Partnership for Sovereignty opposes efforts to manipulate the Security Council to directly harm signatory regions and defenders. 
   
II. Setting Voting Recommendations 
 
1. Each member region may appoint a delegation to participate in private discussions about voting with other member regions of the Partnership for Sovereignty. Each delegation shall have one vote in decisions of the Partnership for Sovereignty.  
 
2. Any representative to the Partnership for Sovereignty may request that the Partnership set a recommendation on a vote for any Security Council proposal prior to on site voting based on the idea such a vote recommendation will fulfill the values in Article I.  
 
3. After discussion, any representative may motion for a vote on a vote recommendation, such a vote will last 24 hours or until all members have voted. A vote recommendation includes the option preferred by the parties and the reasoning published for the recommendation. In order to issue a recommendation, a quorum of one-half of delegations must be reached, and three-fifths of non-abstaining representatives must support the recommendation. If the proposed vote recommendation does not reach these thresholds, the Partnership will not issue a vote recommendation on that Security Council proposal. 
 
4. After a vote recommendation is issued, the recommendation will be published in a NationStates Dispatch for public viewing. Members are encouraged to further distribute the recommendation through appropriate methods to ensure the citizens of the member region are made aware of the vote recommendation. 
 
5. Once the relevant Security Council proposal reaches a vote, the Delegates and World Assembly residents of member regions are strongly encouraged to vote in line with the Partnership’s recommendation.  
 
III. Voting Activation Network 
 
1. Delegations to the Partnership for Sovereignty may coordinate advocacy regarding drafting and voting on Security Council proposals.  
 
2. Delegations to the Partnership for Sovereignty shall maintain a list of contacts with other friendly regions to contact when a voting recommendation is issued by the Partnership for Sovereignty.  
 
IV. Membership Guidelines 
 
1. Any region that wishes to join the Partnership for Sovereignty must contact the responsible authority in a member region to request entry to the Partnership. The member region’s delegation must present the question of the region’s admission to the Partnership for Sovereignty. By requesting admission to the Partnership, a region agrees to abide by the terms of this Charter if admitted.  
 
2. Following discussion of the application, a 72 hour vote will be held and, if three-fourths of non-abstaining delegations concur, with a quorum of one-half of voting delegations, the region shall be admitted. 
 
3. Should an application vote fail to reach quorum, discussion of the application shall continue for one week, after which a second vote is held. Should the second vote fail to reach quorum, the application is automatically rejected. 
 
4. An existing member of the Partnership shall be automatically expelled if they declare a formal raiding alignment.  
 
5. An existing member of the Partnership may be expelled for any reason if three-fourths of voting delegations concur in a 72 hour vote. A member region may not vote on its own expulsion.  
 
6. An existing member of the Partnership may withdraw at any time.  
 
V. Amending the Partnership for Sovereignty Charter 
 
1. Any delegation may propose an amendment to the Partnership for Sovereignty Charter. After discussion, the delegations must unanimously support an amendment to the Partnership for Sovereignty Charter.  
 
2. After the delegations pass an amendment to the Charter, it shall only take effect after it completes the treaty amendment process in all of the signatory regions.

				I've seen a lot of people try to use the Country Data template to get their flags to show up without the prerequisite page being set up first, so I thought it would be good to have a guide on setting that up properly, as well as a more general explanation about why templates are the best thing since sliced bread.

Q: I see other people using something like {{flag|countryname}} or {{flagicon|countryname}} but when I try to use it with my nation, it doesn't work, and it shows an error instead. 
A: Usually this means that a page called Template:Country data Countryname (where countryname is whatever your nation is named) hasn't yet been set up yet. 
 
Q: Why is having the Template:Country data Countryname page necessary?  
A: Normally to add an image to Wikipedia, you have to hardcode a link to a file, like this [[File:Ananas~May_2008-1.jpg]]  and while that's fine for a picture of say, a pineapple, that's going to appear on only like one page, we need to have a better system for putting a single image on hundreds of pages. Thankfully, Wikis already have this functionality for storing something in one place and then showing it on many other pages- It's called transclusion, and it's what templates are great at. That way, this one page can store your flag(s) for display everywhere on the wiki. 
 
Q: Cool beans, but how do I set it up? 
A: First create a page named Template:Country data Countryname but with your nation name there, and then copy over the text from a similar page. Replace image links for any flags with your own flags' links, and then save your brand new template page! 
 
Q: I see that this template can do 'variant' flags for military branches, as well as historic national flags, but where would I learn how to set those up? 
A: You can look at the documentation for Template:Country data on Wikipedia, copy from others who've made their templates already (basically every RPer starts making these by copying more experienced RPers or from copying Wikipedia, there is no shame in it), or by asking questions to others in #tra-general if you get stuck.

The two tools we recommend are Dot's "tart" command on Discord and Endorse the World. Hello everyone, we are now opening sign-ups for the Z-Day Taskforce for this upcoming Z-Day. The only eligibility requirement is being a citizen (apply here if you aren't). Some level of responsiveness will be expected for Z-Day stuff if you sign-up. Additionally, thank you to @Moorland for our Z-Day graphics. Sign-ups are open for one week. 
 
What does the Z-Day Taskforce do? 
 
You'll be helping the Consulate plan our strategy and activities in relation to Z-Day this year, including but not necessarily limited to, 
- Deciding/advising on regional policies (such as ejections/border control or lack thereof) during Z-Day.

Regrettably, due to a recent incident in another region involving several individuals who are also in our server, we are making the following announcement after completing our investigation on the matter. Please read this post in full.- The League and Concord's off-site community administration team has made the decision to ban the users known as Andusre (Andy), Brototh (a.k.a. Cinema), and The Islamic Country of Honour (ICH) for their involvement in the sharing of an individual's personal information without their consent.
 
 
- The League and Concord's off-site community administration team has additionally decided to ban Altys for administrative negligence.
 
 
 
 
Several days ago in the Discord server of the region Thaecia (the primary region of those banned), a TikTok featuring a former member of the region was shared. Several users in the chat proceeded to discuss the TikTok's contents and the person it featured, connecting this person to their NS alias which some of them were aware from his usage of it during his time in Thaecia and NationStates which ended in 2019 and 2020 respectively. Over the last several days, we have evaluated all of the evidence surrounding the interaction and have come to the conclusion that the incident took place with intent to mock the user and that once it was shared, his real life and NS personas were extensively confirmed to be of the same person. While several people knew his information from when he was in the region, it is our belief that consent is not continuous/perpetual and is given on a case-by-case basis, and therefore, it was inappropriate to reveal and reiterate the information several years later when another person would not reasonably find it themselves today. 
 
We engaged administrators from Thaecia in a discussion about this topic, at times including Syberis from the New Pacific Order (NPO) community. Their reaction on individual levels and as administrators was, overall, deeply unsatisfactory and at times contained levels of deflection, insinuation that our concerns were unreasonable and condescending, and was otherwise not productive to a necessary extent. Considering the closeness of our communities, we have approached this issue with due diligence and do not feel this has been addressed properly. We cannot in good conscience associate with a community that has allowed this incident to transpire and have banned the relevant individuals from out platform as mentioned above. 
 
Our community has experienced issues with administrative understanding and negligence in the past. As a result of this, we take these matters very seriously, both on our own platforms and in the communities we associate with and play NationStates alongside. These decisions were not made lightly and were made to the best of our ability after reviewing all available evidence and its context.  
 
Questions and concerns can be posted in this thread, or in the case of sensitive subjects of this issue, can be directed privately to an administrator. For a list of rules and staff, please consult our Community Guidelines.

Preamble: Official government symbology and demonym are imperative in order for government documents to be consistent and reliable. Hence an act by the Council of The League is necessary in order to maintain consistency and assent of the legislature to culturally significant elements of the republic. 
 
THE LEAGUE GOVERNMENT DECLARES: 
 
Article I: 
 
That all official government documents must utilize the correct symbology as declared within this document: 
- 
The Official Seal of the Grand Republic of The League, when mandated in the use of official documents, must be of the designs shown in Appendix figure 1.
 
- The Official Seal of the Office of the Consulate, when mandated in the use of official documents, must be of the design shown in Appendix figure2.
 
 
- The Official Seal of the Department of Foreign Affairs, when mandated in the use of official documents and in any communications with foreign regions, must be of the design shown in Appendix figure 3.
 
 
- The Official Seal of the Department of Defense, when mandated in the use of official documents and in any communications with foreign regions, must be of the design shown in Appendix figure 4.
 
 
- The Official Crest and Ensign of the The League Defense Force, when mandated in the use of official documents and in any communications with foreign regions, must be of the design shown in Appendix figure 5.
 
 
- The Official Crest and Ensign of Libcord, when mandated in the use of official documents and in any communications with foreign regions, must be of the design shown in Appendix figure 6.
 
 
- The Official Seal of the Archivist of The League, when mandated in the use of official documents, must be of the design shown in Appendix figure 7.
 
 
- The Official Seal of the Press Corps of The League, when mandated in the use of official documents, must be of the design shown in Appendix figure 8.
 
 
 
 
Any change to the appendices and the symbology within may be presented by a delegate of the Council of the Republic, requiring a simple majority in excluding the Consulate in order to be amended. 
 
Alternatively, the Consulate may change the appendices and the symbology within with immediate effect upon receiving collective institutional support. Within two weeks of this action being taken, the Consulate must seek retroactive approval from a majority of the Council of the Republic, excluding the Consulate, otherwise the changes shall be reverted with immediate effect a fortnight after the approval of the Consulate it secured. 
 
Seals not created at the time of passage may be retroactively installed into this document by the Archivist of the Republic at the approval of the Consulate, with the awareness of the Council. Due to the supraregional status of Libcord, when the symbology of the alliance is changed, the Archivist of the Republic may update Article I and figure 6 of the appendix. 
 
The Archivist of the Republic, any Consul or any delegate of the Council, may suggest an amendment to Article I and the appendix in order to add or remove symbology which has become of regional significance or lost regional significance. These changes must be approved by a majority of Council delegates excluding the Consulate in order to be enacted. 
 
Article II: 
 
That the official demonym of The League shall be "Leaguer", noting this commanded the support of the majority of The League's citizenry in a regional poll. 
 
When mandated in official documents and official communications, both internally and externally, any use of demonym of The League must exclusively utilize "Leaguer". 
 
Any change to the official demonym within may be presented by a delegate of the Council of the Republic, requiring a simple majority in excluding the Consulate in order to be amended. 
 
Alternatively, the Consulate may change the demonym with immediate effect upon receiving collective institutional support. Within two weeks of this action being taken, the Consulate must seek retroactive approval from a majority of the Council of the Republic, excluding the Consulate, otherwise the changes shall be reverted with immediate effect a fortnight after the approval of the Consulate is secured.
