Omnibus Council Legislative Reform and Reorganization Bill


Preamble: 
Remembering the historic legacy of many The League and Concord lawmakers; 

Realizing the need for reassessment of much previously passed legislation; 

Noting the hindrances placed on politicians of The League and Concord to address important issues for the region by a number of previously passed pieces of legislation; 

Recognizing the current inability of the Council of the Republic to pass new legislation, due in part from an overabundance of out-of date legislation; 

Acknowledging the need for higher legislative review standards; 

Defending the power of the Council of the Republic to legislate effectively;

The League and Concord Government Declares: 
Repeals all laws passed under Councils of the Republic 1 through 30, as well as any laws passed under the incumbent 31st Council of the Republic. 

Institutes a mandatory review by the Council of the Republic of all laws repealed under the clause above, for possible re-passage or amending by subsequent votes. 

Codifies Council of the Republic legislative voting procedure under the following guidelines; 
  • A private channel or discussion forum shall be used following a bill or motion being brought to vote in the Council of the Republic. 
  • A poll or other voting apparatus shall be released with the options "Yea", "Nay", or "Abstain", in reference to the proposed bill or motion. 
  • All Council of the Republic and Consulate members must be immediately notified at the polls opening and given access to discuss within the private channel or forum. 
  • Voting must be open for at least 48 hours (from the opening of the polls) to all members of the Council of the Republic. The voting period may be extended on requests from Council or Consulate members. All members of the Council of the Republic are expected to vote, whether it be "Yea", "Nay", or "Abstain", on every bill or motion, and a failure to vote without just cause may be considered grounds for removal from the Council. 
  • At the end of the voting period, all votes shall be tallied by a member of the Consulate or an otherwise Consulate-designated Council member. The results of the vote must be announced within 2 hours of the end of the voting period, at which time the bill will either fail or pass. 
  • Bills and motions need a strict majority of "yea" votes to pass and become legislation. Any failure to reach a strict majority results in the failure of the bill or motion. 

Solidifies constitutional amendment voting procedure under the following guidelines; 
  • The initiation of constitution amendment voting procedure shall follow the legislative voting procedure set out above under the first three points, with the poll being amended to only include "Yea" or "Nay" options. 
  • Voting will be open for 48 hours, and may not be shortened or lengthened. All members of the Council of the Republic must vote either "Yea" or "Nay." A failure to vote without cause may be grounds for removal from the Council. 
  • At the end of the allotted voting time, all votes shall be tallied by a member of the Consulate, and the results must be announced immediately following. 
  • For any constitutional amendment to pass, a two-thirds majority of "yea" is required to pass. If a proposed amendment reaches past strict majority but fails to reach the two-thirds majority, the Consulate may elect to reintroduce the legislation to another vote. This process may only take place once following an initial failure to reach two-thirds. 

Creates bill and act filing procedure by which; 
  • All Bills will be assigned a number in the following format: B[council session][amount of Bills since the beginning of the session, including the Bill in question]. 
  • All failed Bills retain their number. 
  • When a Bill becomes an Act, it will be assigned a number in the following format: L[council session][amount of Acts since the passing of CRP Law #0, which would be numbered as L1000]. 
  • All Motions will be assigned a number in the following format: M[council session][amount of Motions since the beginning of the session, including the Motion in question]. 
  • All Consulate Orders will be assigned a number in the following format: C[last two digits of year][amount of Consulate Orders since the beginning of the year, including the Order in question]. 

Establishes official Council of the Republic Archives, to be held and stored on the regional wiki site, under the procedure set out above. The Archives are to be maintained by council members and must be regularly updated to ensure up-to-date records
