A Bill to Establish Official Government Symbology and Demonym of The League

Preamble: Official government symbology and demonym are imperative in order for government documents to be consistent and reliable. Hence an act by the Council of The League is necessary in order to maintain consistency and assent of the legislature to culturally significant elements of the republic.

THE LEAGUE GOVERNMENT DECLARES:

Article I:

That all official government documents must utilize the correct symbology as declared within this document:
  • The Official Seal of the Grand Republic of The League, when mandated in the use of official documents, must be of the designs shown in Appendix figure 1.
  • The Official Seal of the Office of the Consulate, when mandated in the use of official documents, must be of the design shown in Appendix figure2.
  • The Official Seal of the Department of Foreign Affairs, when mandated in the use of official documents and in any communications with foreign regions, must be of the design shown in Appendix figure 3.
  • The Official Seal of the Department of Defense, when mandated in the use of official documents and in any communications with foreign regions, must be of the design shown in Appendix figure 4.
  • The Official Crest and Ensign of the The League Defense Force, when mandated in the use of official documents and in any communications with foreign regions, must be of the design shown in Appendix figure 5.
  • The Official Crest and Ensign of Libcord, when mandated in the use of official documents and in any communications with foreign regions, must be of the design shown in Appendix figure 6.
  • The Official Seal of the Archivist of The League, when mandated in the use of official documents, must be of the design shown in Appendix figure 7.
  • The Official Seal of the Press Corps of The League, when mandated in the use of official documents, must be of the design shown in Appendix figure 8.

Any change to the appendices and the symbology within may be presented by a delegate of the Council of the Republic, requiring a simple majority in excluding the Consulate in order to be amended.

Alternatively, the Consulate may change the appendices and the symbology within with immediate effect upon receiving collective institutional support. Within two weeks of this action being taken, the Consulate must seek retroactive approval from a majority of the Council of the Republic, excluding the Consulate, otherwise the changes shall be reverted with immediate effect a fortnight after the approval of the Consulate it secured.

Seals not created at the time of passage may be retroactively installed into this document by the Archivist of the Republic at the approval of the Consulate, with the awareness of the Council. Due to the supraregional status of Libcord, when the symbology of the alliance is changed, the Archivist of the Republic may update Article I and figure 6 of the appendix.

The Archivist of the Republic, any Consul or any delegate of the Council, may suggest an amendment to Article I and the appendix in order to add or remove symbology which has become of regional significance or lost regional significance. These changes must be approved by a majority of Council delegates excluding the Consulate in order to be enacted.

Article II:

That the official demonym of The League shall be "Leaguer", noting this commanded the support of the majority of The League's citizenry in a regional poll.

When mandated in official documents and official communications, both internally and externally, any use of demonym of The League must exclusively utilize "Leaguer".

Any change to the official demonym within may be presented by a delegate of the Council of the Republic, requiring a simple majority in excluding the Consulate in order to be amended.

Alternatively, the Consulate may change the demonym with immediate effect upon receiving collective institutional support. THE LEAGUE GOVERNMENT DECLARES:

Mandates all Council Delegates to be in the World Assembly for the security of the region,

Mandates all government officials in departments under the jurisdiction of the Council of the Republic to be in the World Assembly for the security of the region,

Make and specifies exceptions for whose government duties requires them to withdraw from the World Assembly when need be,

Specify only department heads and the Consulate can give permission to withdraw from the World Assembly.

Preamble: Noting the regional move authorized by the council, the Council of the Republic wishes to facilitate the renaming of agencies to match with that of the new region.

THE LEAGUE GOVERNMENT DECLARES:

The Council authorizes the change for The League of Conservative Nations Foreign Affairs Department to be changed to The League's Department of Foreign Affairs.

The Council authorizes the change for The League of Conservative Nations Defense Administration to be changed to The League's Department of Defense and for the sub-branches of The League of Conservative Nations Armed Forces and The League of Conservative Nations Intelligence Agency to be changed to The League's Defense Forces, and The League's Intelligence Agency.

The Council authorizes the change for the Director of the The League of Conservative Nations Defense Administration to the changed to the Director of The League's Department of Defense.

The Council authorizes the change for General of the Armed Forces to be changed to the General of the Defense Forces.

Preamble: In recognition of how The League of Conservative Nations' name no longer represents its population and how it can be immensely misleading, especially towards newer nations, the Council of the Republic seeks to initiate proceedings that would result in a move from The League of Conservative Nations to a region titled The League and under the management of the Consulate.[/box]

THE LEAGUE GOVERNMENT DECLARES:

The Consulate of the Republic and the Council of the Republic shall be authorized and encourage to inaugurate a transition that would relocate the functions of The League of Conservative Nations to The League, while keeping the regional government entirely intact. No member of the Consulate, Council, or employed by either body is to attempt to impede or disrupt the transition. No piece of legislation or the Constitution is to be taken out of effect during this transition process, except in the case of the Council of the Republic repealing or amending previously passed legislation.

This transition may follow a timeframe established by the Consulate and Council of the Republic.

The Consulate shall be compelled to make appropriate changes to the Constitution of the Republic, primarily in replacing all mentions of The League of Conservative Nations with appropriate references to The League.

The Council of the Republic shall be compelled to make appropriate changes to laws passed, primarily in replacing all mentions of The League of Conservative Nations with appropriate references to The League. The Council is encouraged to reevaluate possible other changes in legislation during this period.

The Consulate and Council are authorized to implement further measures not mentioned in this legislation in order to carry out the transition.

The Consulate shall continue to maintain and preserve The League of Conservative Nations as property of The League after the transition process has been concluded.

An Act to Clarify and Establish Definition of Prosecution in Law Enforcement

Preamble: In pressure due to recent incidents and to be a preventive measure for the future this bill has been brought to the Council. 

THE LEAGUE GOVERNMENT DECLARES:

That the Defense Administration maintains the right to bring someone before the Criminal Court of the Republic on charges on behalf of laws and other regional documents relevant to the functions of the Grand Republic,

That the Defense Administration Director may select an attorney to represent the DA in the Criminal Court of the Republic,

That the League's Police Force Chief, on behalf of the League's Police Force, may bring someone before the Criminal Court of the Republic on charges of any individual for violating rules relating to platforms they hold jurisdiction over,

That the League's Police Force Chief may select an attorney to represent the LPF in the Criminal Court of the Republic.

Preamble: To align the views of the current Council and to have communications with different regions better organized and to expedite them this bill has been brought to the Council.

THE LEAGUE GOVERNMENT DECLARES:

That the World Assembly Delegate position shall be occupied by the nation who holds the position of Director of Foreign Affairs,

That all citizens who are a member of the World Assembly are required to endorse that the Foreign Affairs Director,

That a "Request to Sustain the Delegate Position" is defined as a request created by the Director of Foreign Affairs sent to the Consulate that details an endorsement cap with a defined finite period of time for this to be enforced for and a percentage relative to the current endorsement count of the Director of Foreign Affairs,

That the Director of Foreign Affairs can send a "Request to Sustain the Delegate Position" to the Consulate,

That a "Request to Sustain the Delegate Position" shall be passed after being reviewed jointly by the Consulate and Council as well as with the consent of the Consulate and Council as separate institutions.

Preamble: To organize the Republic's Foreign Affairs this bill has been brought to the Council of the Republic

THE LEAGUE GOVERNMENT DECLARES:

The League shall establish The League Foreign Affairs Department,

The League Foreign Affairs Department will consist of a Director of Foreign Affairs whose job is to manage the department and diplomacy with other regions,

The League Foreign Affairs Department will consist of (a) Diplomatic Agent(s) whose job it is to be present in other regions communication platforms,

The Director of Foreign Affairs has the option to act as a Diplomatic Agent if there is another Diplomatic Agents that is not the The Director of Foreign Affairs himself/herself,

The Director of Foreign Affairs must act as a Diplomatic Agent if no other Diplomatic Agents exist within the department,

The Director of Foreign Affairs shall be appointed by the Consulate,

Diplomatic Agents can be hired by the Director of Foreign Affairs or the Consulate.
