Council Terms and Sessions Act
Preamble:
Recognising the crucial importance of governmental turnover to allow for the incorporation of new ideas and legislation;
Acknowledging the reliance of the current archival system established under L000 on the change of Councils of the Republic;
Noting the need for strictly defining the limitations on both Terms and Sessions;
Perceiving the need for certain restrictions to be placed on the Council of the Republic to ensure the retention of valuable legislators;
Defending the contributions of effective lawmakers and their right to remain in government;
The Government of the League and Concord hereby:
Reestablishes term limits for Councils of the Republic, under the definition set out in the following clause.
Defines a legislative term as the period in which a Council of the Republic is convened to propose, discuss, and vote on legislation, to be naturally limited at six months unless closed under the procedure laid out in clause 3.
Allows for the Consulate or a unanimous Council-vote to call a legislative term to close prior to the sixth month mark, after the term has been incumbent for at least a month.
Institutes a mandatory review process for every incumbent legislator in the Council of the Republic at the closure of a legislative term.
The review will be conducted by a college of three independent reviewers elected amongst Council Delegates who had put themselves forward for the position following the closure of a legislative term; after 72 hours since the closure of a legislative term, Council Delegates shall, via a non-transferable vote, elect the reviewers; the three Delegates with the highest number of votes, where applicable, shall be the three occupying this position.
- In the case of exactly three Council Delegates putting themselves forward as prospective reviewers, there shall be no non-transferable vote and the three prospective reviewers are empowered to begin carrying out the review 72 hours after the closure of a legislative term.
- In the case of less than three Council Delegates putting themselves forward as prospective reviewers, the Consulate of the Republic may select willing members of the Consulate or Council of the Republic to serve as reviewers. Once a total of three prospective reviewers exist, the three are empowered to begin carrying out the review 72 hours after the closure of a legislative term.
The review will consist of an evaluation of the legislative contributions the legislator provided in the outgoing legislative term, to determine the activity of certain Delegates in Council activities.
Legislative contributions are to be defined as the degree to which a Council Delegate has participated in the introduction and discussion of legislation, voted on Bills, Motions, and Treaties, and participated in any other activities held by the Council.
The independent reviewers, following the review process, shall compile their ultimate recommendations regarding whether to remove or retain Delegates, and submit it as a report to the Consulate, who shall be able to remove legislators based on this report, while being obligated to provide any legislator justification in the case of their removal.
Council Delegates reserve the right to submit Motions, to be voted on by the Council as a whole, that express disagreement with any choice taken by the Consulate regarding the Review process.

The League & Concord – The West Pacific
PREAMBLE:
NOTING the extensive cooperation between The West Pacific and The League & Concord in advocating for national sovereigntist principles in the World Assembly;
SEEKING to continue developing the unique relationship between The West Pacific and The League & Concord;
WHEREAS The West Pacific and the The League & Concord (hereby referred to as “Signatories”) have dedicated themselves to the ideals of meritocracy and national sovereignty;
NOW, THEREFORE, the Signatories agree to the following:
Article I. Sovereignty
(a) The West Pacific will recognize only the legitimate government of The League & Concord, as determined by the Constitution of the Republic.
(b) The League & Concord will recognize only the legitimate government of The West Pacific, as outlined by The West Pacific’s Manners of Governance.
© The Signatories will endeavor to provide protection under this Treaty to any territories operated by Signatories upon request, whenever possible.
Article II. Mutual Defense
(a) The Signatories agree to provide military defense and support for the legitimate government of either Signatory upon request. Under no circumstance will a Signatory provide aid (either tangible or intangible) to an aggressor against the legitimate government of a Signatory.
(b) The Signatories will share any intelligence relating to the security of a fellow Signatory, and are encouraged to share other intelligence when prudent. Both parties will refrain from conducting clandestine operations, espionage, or other forms of spying against either party.
© The Signatories shall aid each other in Delegacy transferrals when requested.
(d) The Signatories will engage in military cooperation when deemed practical and mutually beneficial.
(e) Signatories being on opposing sides of an external military engagement shall not constitute a breach of this treaty in law nor in principle.
Article III. World Assembly Cooperation
(a) The Signatories will endeavor to support each other in the World Assembly when it is mutually beneficial.
(b) The Signatories are compelled to support proposals authored or co-authored by a member of the other Signatory, except when in contradiction of other binding agreements or when opposed to the interests of the Signatory.
Article IV. Cultural and Other Endeavors
(a) The Signatories will endeavor to collaborate on cultural matters when deemed practical. The Signatories are compelled to hold communal cultural activities between their communities at their convenience.
(b) The Signatories will endeavor to provide diplomatic support to the other signatory as possible and consistent with their internal policies.
© The Signatories shall maintain in-game embassies with the other.
Article V. Ratification and Withdrawal
(a) This agreement will be considered effective upon ratification by both Signatories according to their internal traditions and customs.
(b) The Signatories may amend this agreement at their leisure, and amendments will be effective upon ratification by both parties as in the previous clause.
© Either Signatory may withdraw from and nullify this treaty according to their internal traditions and customs. Withdrawing signatories are encouraged to inform the other of a withdrawal in a timely manner.

Omnibus Council Legislative Reform and Reorganization Act
Preamble:
Remembering the historic legacy of the numerous legislators that have contributed to the development of the Republic;
Noting the hindrances placed on the legislators of the Republic to address important issues for the regions by a significant amount of outdated and often unenforced legislation;
Acknowledging the need for higher legislative review standards;
Understanding the need to properly update and codify the legislative procedure undertaken by the Council;
The Government of the League and Concord hereby:
Repeals all laws passed under Councils of the Republic 1 through 30, alongside any laws passed under the incumbent 31st Council of the Republic.
Defines a ‘Bill’ as a piece of legislation proposed formally by any Council Delegate that petitions for certain actions to be undertaken by the Executive branch of the Republic, and/or for the amendment of prior legislation.
Defines an ‘Act’ as a Bill which has been approved in a formally convened vote by a plurality of Council Delegates without veto by the Consulate, thus being enacted into regional law.
Defines a ‘proposed Motion’ as a statement proposed formally by any Council Delegate that petitions for the Council to make its opinion on a particular matter officially known, without an operative clause.
Defines a ‘Motion’ as a statement approved by a plurality of Council Delegates which officially declares the opinion of the Council on a particular matter, without an operative clause.
Codifies the voting procedure to be used by the Council for proposed Motions and Bills that do not amend the Constitution of the Republic under the following regulation:- Following a proposed Motion or Bill being moved to vote, all Delegates shall be given the opportunity to vote in favour (to be solidified through the option to vote “Yea”), against (to be solidified through the option to vote “Nay”), or in neutrality (to be solidified through the option to vote to “Abstain”) of the proposed Motion or Bill.
- All Council Delegates must be immediately notified once the vote is formally opened, with every Delegate given the opportunity and ability to discuss the proposed Motion or Bill within, as appropriate, the private and public meeting locations, as outlined in Article Three, Section Two, Subsection VI of the Constitution.
- Voting must be open for at least 48 hours to all Council Delegates.
- The voting period may be extended upon the reasonable request of a Council Delegate, based upon their own inability to vote within the designated time period.
- All Council Delegates are expected to vote on every proposed Motion or Bill brought to vote, and a failure to vote without just cause may be considered grounds for removal from the Council, under the regulations set out in L001.
- At the end of the voting period, all votes shall be tallied by a member of the Consulate or a Consulate-selected extra-consular Council Delegate. The results of the vote must be announced within two hours of the end of the voting period, at which time, if a plurality of Council Delegates have voted in favour of the passage of the proposed Motion or Bill, it shall be passed, whereas if a plurality of Council Delegates have voted against the passage of the proposed Motion or Bill, it shall fail.
Codifies the voting procedure to be used by the council for Bills that do amend the Constitution of the Republic under the following regulation:- Any Bill that includes within its operative clause an amendment to the Constitution of the Republic shall be voted on under the same regulations outlines in clause three, subclauses one and two.
- The time-span in which Council Delegates can vote on Bills which amend the Constitution shall be no longer or shorter than 48 hours.
- In contrast to other Bills, votes on Bills that amend the Constitution shall only include options to vote for (“Yea”), or against (“Nay”) the passage of the legislation.
- At the end of the allotted voting time, all votes shall be tallied by a member of the Consulate. The results of the vote must be announced within two hours of the end of the voting period.
- For any Bill which amends the Constitution to pass into regional law, two-thirds of Council Delegates must vote in favour of passing it.
Establishes a filing procedure for Bills, Acts, proposed Motions and Motions, by which:- All Bills will be catalogued in accordance with the following format: B[legislative session][number of Bills since the beginning of the session, including the Bill in question].
- All proposed Motions will be catalogued in accordance with the following format: PM[legislative session][number of proposed Motions since the beginning of the session, including the motion in question].
- When a Bill becomes an Act, it will be catalogued in accordance with the following format: L[number of Acts passed since the Omnibus Council Legislative Reform and Reorganisation Act, which is to be catalogued as L000; with this number being expressed similarly in three digits].
- All Motions will be catalogued in accordance with the following format: M[number of Motions passed by the Council].
- All Consulate Orders will be catalogued in accordance with the following format: C[last two digits of year][number of Consulate Orders since the beginning of the year, including the Order in question].
Establishes the official Council of the Republic Archives, to be stored on the regional wiki site and the regions’ official forums, under the procedure set out above. The Archives are to be maintained by Council Delegates and must be regularly updated.

Lonia Kreptia Llor Awards
Twelve days ago, on the 4th of May, a frontier by the name of Lonia Kreptia Llor (LKL) was invaded by a coalition of so-called frontierists, featuring Carcassonne, the NPO, and LWU. The LDF sent a total of 29 unique updaters, the second-most of any sieging military, across 4 sieges to storm the beaches of LKL.
The 4th and final siege, went down in history as the largest liberation in NationStates history, as a total of 220 updaters, including a siege high 22 from the LDF, liberated the region from its captors, and returned it to native control.

TL&C will be running a contest for the 2025 NFL Draft in this thread. All you have to do is answer the 20 provided questions about the 2025 NFL Draft. One point will be awarded for each correct answer. The person with the most points at the end of the draft wins!

Article I: Mutual Recognition
The League will recognize the government of the Augustin Alliance as the supreme government of all constituent regions of the organization, as directed by the Allied Commander, and in the absence of the Allied Commander, the Central Strategic Committee.
As a clarifying definition, the Augustin Alliance is considered the supreme governing body of the following regions: Conch Kingdom, Cape of Good Hope, Lands End, Ridgefield, Anteria, Dawn, and Narnia.
The Augustin Alliance will recognize the government of The League as determined by the Constitution of the Republic, led by the Consulate of the Republic as the community’s highest executive.
The Augustin Alliance will recognize the region Concord as an integrated territory of the The League as determined by the Constitution of the Republic, under the executive leadership of the Consulate and its appointees.
The League will not recognize or endorse any in-game WA Delegacy of an Augustin Alliance region that gained the position through the intervention of outside forces without explicit permission of the Central Strategic Committee and the recognition of the Allied Commander.
The Augustin Alliance will not recognize or endorse any in-game WA Delegacy of The League or Concord not held or mandated by the Consulate of the Republic as legitimate.
Article II: Non-Aggression
Neither signatory will engage in military hostility against the other signatory’s regions.
Neither signatory will conduct clandestine operations in relation to or against the other signatory’s regions or institutions.
If a signatory becomes aware of an ongoing or future threat of any nature to the regions or institutions of the other, they shall report it in good faith to the other. For the Augustin Alliance, the proper body to inform of such developments shall be the Allied Commander. For The League, reports of concern should be directed to the Domestic Security Bureau.
Article III: Additional Collaboration
Signatories will aspire to collaborate on cultural matters and are encouraged to, at their convenience, hold communal cultural activities between their communities.
Signatories will collaborate on World Assembly affairs when feasible and suitable to mutual interest, including but not necessarily limited to supporting the recognition of their respective members in the Security Council.
Signatories will not support any World Assembly resolution targeting the other’s regions without the express consent of the targeted government.
Article IV: Ratification and Alteration
The signatories of this agreement are the Republic of The League & Concord and the Augustin Alliance,
This agreement will enter into immediate force upon ratification by the Consulate of the Republic of The League & Concord and the Central Strategic Committee of the Augustin Alliance.
This agreement may be amended by the consent of both ratifying institutions.
Signatories may withdraw from this agreement according to their internal processes, though are encouraged to provide ample notice to the other signatory.

The 9th Anniversary Awards are a great celebration of how far out community has come over the past 9 years, the great things we have managed to do, and the amazing ways we hope to keep growing. This community has become a leader in a variety of ways, including our great military, defending those regions in need, our amazing role-play, with over 50 active nations, and our awesome and ever-growing community itself. The community has also fostered great leadership, with our Consuls and Chief Consul continuing the amazing work of those who came before, as we strive to help move The League and Concord into another great year!

Note: For all intents and purposes, the 'past year' in award descriptions refers to the period ranging from 1 April 2024 to the present.
Awards will be split into two categories - those that will be voted on and non-voting awards. The awards shown below are awards in which you're free to nominate others for, and then from April 13 through the 16th you'll be able to vote on who wins these awards from the list of those nominated. On the contrast, the non-voting awards will be awarded to individuals based on specific measurable feats/contributions, and won't be up for a vote. These awards (and their winners) won't be announced until April 17.
