Office of the Consulate

Citizens of The League and Concord,

The Office of the Consulate welcomes you as a member of the Council of the Republic, the regional legislature and advisory body. The Council will officially enter its 22nd session with the conclusion of the November electoral confirmations. This cycle, a total of 27 members (a historic record) were nominated to join the council: 24 will serve 2 month terms and 3 will serve 1 month terms. Of the 24 Council Delegates, 16 are returning members and 8 are new members.

The Consulate is glad to see that the previous session of the Council, the first to hold votes and discussions on the forum, performed well, and we hope that the 22nd Council will continue to hold discourse and pass legislations quickly and efficiently.

The Consulate has decided to appoint @JackEmpire as this session's Speaker of the Council. A relatively new member, he has shown great interest in Council affairs and getting legislation drafted and passed throughout his time on the Council. Additionally, he has also been a helpful and constructive region member in other aspects including roleplay and recruitment.

Once the Council nominations conclude, JackEmpire will be giving a statement regarding his thoughts and goals for the upcoming session of the Council. We again welcome you all to the 22nd Council, and we look forward to your contributions to the region and the ideas you will put forth!

Alliance of Tacos and Pupusas
The League – 10000 Islands
Article I. Mutual Recognition

Section 1. The parties to this treaty recognize as legitimate governments that government espoused by the authoritative representatives of each region, and will not extend recognition to any government otherwise represented.

Section 2. 10000 Islands shall be authoritatively represented by the Council of Nine, as the official government of the region, led by the Chief Executive.

Section 3. The League shall be authoritatively represented by the Consulate of the Republic, the region’s heads of state and high representatives.

Section 4. Should the government of either party change, authoritative representation will be performed by the corresponding functionally equivalent positions or institutions.

Section 5. A “territory” of either party shall be a region which exists under the sovereign protection or control of the party’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed below. Additional territories may be added through a mutually agreed amendment of the list by both parties:
  • 10000 Islands, as the home region of 10000 Islands
  • A Taco Paradise, as a territory of 10000 Islands
  • The League, as the home region of The League
  • Concord, as a territory of The League

Section 6. In recognition of diplomatic relations between them, the parties’ home regions shall maintain in-game embassies, off-site embassies on their respective regional forums, and diplomatic representatives within each other's regions, to the best of their abilities.

Article II. Non-Aggression and Mutual Defense

Section 1. The parties to this treaty agree not to attack the home region or any territory of the other party, nor participate in any action with the intent to overthrow their legitimate government.

Section 2. Both parties will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either party’s home region or territories.

Section 3. Both parties will refrain from conducting clandestine operations, espionage, or other forms of spying against either party.

Section 4. Both parties will, in good faith, agree to provide intelligence to the appropriate security organs on the acts or intentions of any party engaging in military hostilities, a coup d’état, or any acts of subversion against the home region, territory, or legitimate government of either party. For 10000 Islands, the appropriate security organ will be the Chief Executive and Field Commander of the Ten Thousand Islands Treaty Organisation. For The League, the appropriate security organ will be any member of the Consulate of the Republic.

Section 5. The parties to this treaty may seek assistance for the self-defense of their home region or a territory by lodging an official request with the appropriate officials.

Section 6. Both parties agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions or territories.

Article III. Further Cooperation

Section 1. The parties will assist each other during lawful delegate transitions of their home region or a territory upon request if circumstances permit.

Section 2. The parties to this treaty will endeavor to conduct communal cultural activities.

Section 3. The parties will not conduct deliberate recruitment against either’s home regions or territories and will exclude the other party from recruitment programs of that nature whenever possible.

Article IV. Ratification, Dispute Settlement, Suspension of Terms, and Termination of the Treaty.

Section 1. This treaty shall enter into effect upon completion of the respective lawful ratification processes of 10000 Islands and The League.

Section 2. The parties to this treaty undertake to settle any and all disputes between them through peaceful means and to refrain from using the threat of force or sanction against one another while this treaty is in force.

Section 3. Either party may suspend the terms of the treaty, if the other party has materially breached its terms, until such a time that both parties peacefully settle the dispute and adopt a memorandum of understanding that the treaty is again in force.

Section 4. Either party may terminate the treaty with five days’ notice, posted publicly in the forum of deposit in both regions, after which the terms of the treaty are no longer binding on either party. Termination of this treaty shall not itself be interpreted as an act of aggression.

Hello, I created this thread due the ever-growing influx of new members in the Rp and the confusion of claiming a company. As many of you know a real-life company can be claimed for later usage in the Rp but it has become ever more unclear who has claimed what, when and under which name. To fight this confusion, I request a chart where everyone can see which companies have already been claimed and by whom (maybe even under what Rp-name). I know that such a chart already exists but is only available to specific people. So, everything that must be done is just publish this chart to everyone (just like the map is already available for everyone to see).
If anyone has any further comments/questions to this, please respond to this thread or reach out to me over discord (The dude#3651).

Preamble: Noting that the game is commonly besieged by multiple global crises on an annual basis, this council beseeches the consulate to take actions to prepare our community prior to these titanic events.

THE LEAGUE GOVERNMENT DECLARES:

For the regular nuclear war (N-Day), the Consulate and military officials will coordinate the Republic’s response and foreign affairs with other regions and organizations while and before the event occurs, similarly its prior actions to prepare the Republic for N-Day 7 (2022).

In preparation of the yearly zombie pandemic in the interregional sphere, commonly known as Z-day and occurring on 28 October, the Consulate will establish a committee of concerned citizens at the beginning of the month. This committee will strive establish and distribute guidelines to the wider community on how to respond, its recommendations can involve emergency measures on approval by the Consulate.

Preamble: In recognition of the fast growth of the community in both The League and Concord, the Council determines to undertake every effort to build up a distinctive regional culture and establish a dedicated Department within the government to achieve this goal. Roleplays and other cultural activities can be a phenomenal driver of activity, and it is the prerogative of the Council to give the government the tools it needs to create and sustain them.

THE LEAGUE GOVERNMENT DECLARES:
  • a. The establishment of a Department of Culture, to be headed by a Director of Culture as chosen by the Consulate;

  • b. That the mission of the Department of Culture is to generate interest and activity in cultural affairs;

  • c. That the Director of Culture will have direct oversight and control of all official regional matters pertaining to culture in The League and Concord, including:
    • i. Roleplays, driven by either character or nation,

    • ii. A regional map, maintained by the Director or a Deputy of their choosing

    • iii. The planning and execution of cultural festivals and events

    • iv. All other cultural activities determined to be pertinent to the purview of the
      Department;

  • d. That the Director of Culture is entitled to the appointment and dismissal of Deputies
    authorized to carry out the duties of the Director with their permission;

  • e. That the Director of Culture serves at the pleasure of the Consulate, and can be appointed or
    dismissed by the Consulate at any time.

Preamble: To ensure FA development, this bill is aimed to amend the CRL 15 law to establish Deputy FA directors into the CRL 15 Law. Following the recent FA momentum, this is a good chance to capitalize on the FA development by establishing Deputy FA directors to the Department of Foreign Affairs to ensure that they essentially learn the FA landscape, let them take more-leader oriented roles, and add more organization to the department. They would also act as a substitute for the Director of Foreign Affairs if the current Director of Foreign Affairs is busy with something that they cannot do their part.

THE LEAGUE GOVERNMENT DECLARES:
  • The Consulate and Director of Foreign Affairs may coordinate to appoint and fill a Deputy Director of Foreign Affairs position, which can be held by one or several individuals.
  • The specific responsibilities of the Deputy Director(s) may be defined by the Director in collaboration with the Consulate.
  • The Archivist of the Republic is empowered to incorporate the above two statutes into the Council of the Republic Law 15.

Preamble: Noting troublesome sorting matters regarding Council of the Republic Bills (CRB), the Council of the Republic seeks to amend prior legislation on legislation

THE LEAGUE GOVERNMENT DECLARES:

CRL 9's following passages;
  • Establishes: Bills will be labelled as such: CRB #
  • Laws passed by the Council will be labelled as CRL (Council of the Republic Law) #

Are to be changed to
  • Establishes: Bills will be labelled as such: CRB [Number of the Session of the Council of the Republic]-[A letter in the sequence A1Z26].
  • Establishes: Laws passed by the Council will be labelled as CRL (Council of the Republic Law) [CRB ID]

Under this new system, this bill would be recognized as CRB 18-A, and a second bill passed under the same session would be CRB 18-B, so on and so forth. If a bill such as theoretical CRB#18-B is passed into law, it will be documented as CRL 34 [18-B]. This is to provide semantic linkage between bills and their law counterparts.

The amended CRL 9 will lastly include 
  • Understands: That the amendments included in CRB 18-A do not apply to legislation or bills passed or not passed on or before 1 May 2022.

Preamble: Recognizing the purpose of CRL 24 to maintain consistency and assent of the legislature to culturally significant elements of the republic. Acknowledging that several of the clauses of Article I are outdated and no longer necessary and therefore CRL 24 must be amended.

THE LEAGUE GOVERNMENT DECLARES:

That Article I of CRL 24 is struck and replaced as follows:
  • THE COUNCIL OF THE LEAGUE DECLARES,That all official government documents must utilise the correct symbology as declared within this document:
    • The Official Seal of the Grand Republic of The League, when mandated in the use of official documents, must be of the designs shown in Appendix figure 1.The Official Seal of the Office of the Consulate, when mandated in the use of official documents, must be of the design shown in Appendix figure 2.The Official Seal of the Department of Foreign Affairs, when mandated in the use of official documents and in any communications with foreign regions, must be of the design shown in Appendix figure 3.The Official Crest and Ensign of The League Defense Force, when mandated in the use of official documents and in any communications with foreign regions, must be of the designs shown in Appendix figure 4.The Official Crest and Ensign of Libcord, when mandated in the use of official documents and in any communications with foreign regions, must be of the designs shown in Appendix figure 5.The Official Seal of the World Assembly Initiative, when mandated in the use of official documents, must be of the design shown in Appendix figure 6.
    Any change to the appendices and the symbology within may be presented by a delegate of the Council of the Republic, requiring a simple majority in excluding the Consulate in order to be amended.Alternatively, the Consulate may change the appendices and the symbology within with immediate effect upon receiving collective institutional support. Within two weeks of this action being taken, the Consulate must seek retroactive approval from a majority of the Council of the Republic, excluding the Consulate, otherwise the changes shall be reverted with immediate effect a fortnight after the approval of the Consulate it secured.Seals not created at the time of passage may be retroactively installed into this document by the Archivist of the Republic at the approval of the Consulate, with the awareness of the Council. Due to the supraregional status of Libcord, when the symbology of the alliance is changed, the Archivist of the Republic may update Article I and figure 5 of the appendix.The Archivist of the Republic, any Consul or any delegate of the Council, may suggest an amendment to Article I and the appendix in order to add or remove symbology which has become of regional significance or lost regional significance. These changes must be approved by a majority of Council delegates excluding the Consulate in order to be enacted.[/font]

That the Appendix of CRL 24 is amended such that:
  • Figure IV is struck.
  • Figure VIII is struck
  • Figure VII is to be struck and replaced as follows:
  • Figures V to VII inclusive are to be relabelled Figures IV to VI.

THE COUNCIL OF THE LEAGUE COMPELLS,
The Archivist of the Republic, to fulfil their duties and implement the Official Seal of the Office of the Consulate into Figure II of the appendix of Article 24.

SUMMARY OF CHANGES
  • Removed clauses regarding the Department of Defense, Archivist of The League and Press Corps.
  • Added clause regarding the World Assembly Initiative.
  • Reassigned figure numbers in the appendix in line with appendix amendments.

Preamble: To celebrate those who served inside the Defense of Trovons and to celebrate the success inside it.

THE LEAGUE GOVERNMENT DECLARES:

Date: 5–7 November
Description:
To celebrate Trovons, fellow defenders who aided inside the defense of the young and defenseless region, and to celebrate all of the residents who aided the League Defense Forces to defend it. The liberation was far more noteworthy than your casual liberations as the raiders unwarrantedly banjected the delegate, a native of the region, and mocking the region through vandalizing it. The reason why The League should care for it is that it had brought in many new members of the LDF who aided further to help defend other regions from the grasps of raiders, while also proving that through coordination that we, as a region with the help of other regions with similar visions to liberate and defend natives, can hold off those who are almost equally powered to us. The raid lasted throughout 5 November, with the siege lasting for the 6 to 7 the raiders garnishing numbers and vandalizing the number while mocking defenders until Minor Update at 7 November, where the defenders, including 15 LDF members. Multiple regions, including the LDF, supported the region until the 15 November 2021 once the region was secured.

Process on Prohibiting Hostile Actors from the Republic

Preamble: Cognizant of The League’s immense growth in the world of foreign and military affairs within the last year or so, it is convenient for our government to establish the means by which individuals and organizations that are hostile to the Republic can be prohibited from residency and other relevant jurisdictions. Seeking to establish a balance between security and transparency, the following clauses propose an outline on prohibition from the Republic and total prohibitions.

THE LEAGUE GOVERNMENT DECLARES:

Section One: Definitions

There shall be two categories of prohibition under the purview of this law. These will be designated as “prohibition from the Republic” and “total prohibition.”

Prohibition from the Republic shall be defined as being disallowed from maintaining any nation with residency in The League. The prohibition on residency extends to any privileges and statuses that residency serves as a prerequisite to, such as citizenship.

Total prohibition shall be defined as being disallowed from presence on any of The League’s platforms, such as off-site properties.

Both individuals and organizations may be prohibited in either of the above manners. When an organization is prohibited, all of its present members are prohibited on the basis of their continuing membership. If an individual who is not individually prohibited leaves any prohibited organizations of which they are a member, their prohibited status via the organization does not continue. Individuals who join prohibited organizations have the prohibition applied to them as well so long as they remain members.

The Consulate may provide and rescind exemptions to individuals impacted by prohibitions imposed on organizations at their discretion. Said exemptions will be communicated to the individuals impacted.

Section Two: Proper Cause

Justification for a prohibition must include a substantiated belief that the individual or organization harbors and/or acts on hostility towards The League, its allied and embassy regions, the legitimate governments of the aforementioned, or the values The League and its institutions are dedicated to upholding.

Section Three: Authority to Prohibit

Prohibitions of either category must be proposed by the Consulate as an institution after internal deliberation and consultation with any relevant security officials of their choosing.

Proposed prohibitions must be voted on and deliberated separately. Multiple individuals and organizations may have overlapping justifications, but may not be presented synchronously nor voted on at the same time.

Upon presentation, a proposed prohibition must contain the following information provided by the Office of the Consulate:
  • The name of the individual or organization proposed for prohibition.
  • A compiled justification of the need for prohibition as explained in Section Two, including any relevant available evidence.
  • The chosen level of prohibition of the two categories established in Section One.

Prohibitions of either category must be approved by a majority of the sitting Council of the Republic in an officially convened vote with the opportunity for questions and debate.

If the Consulate determines information in a prohibition proposal is sensitive to the Republic, its embassy or allied regions, or its interests, they may convene the Council’s deliberation in private meeting locations. If this is done, all disclosable information on the prohibition must be announced publicly.

Prohibitions may be repealed by the process by which they are passed, presentation by the Consulate with the same criterion presented in favor of a repeal, and by a majority vote of the Council of the Republic.

The Republic’s designated space(s) for law archival shall keep a notice of all passed, extant, and repealed prohibitions, including category, justification, and the date of implementation (and if applicable, repeal) of each prohibition.

Section Four: Enactment

This law will go into effect immediately upon passage by the Council of the Republic, though it will not affect any prior government-issued bans from the region and its platforms.
