8 July Accords
The Republic of The League - The Revolutionary Republic of The Communist Bloc


PREAMBLE

WHEREAS The Republic of The League (“TL”) and The Revolutionary Republic of The Communist Bloc (“TCB”) have a shared history in military and intelligence cooperation against United Conservative Nations;

WHEREAS members of The League and The Communist Bloc have developed friendship and cooperation through diplomatic and cultural interactions;

WHEREAS The League and The Communist Bloc wish to continue building the relationship;

NOW, on the 3rd Anniversary of Our Joint Victory in the War, The League and The Communist Bloc agree to the following:

SECTION ONE - SOVEREIGNTY

(a) TL will recognize only the legitimate government of TCB, as determined by TCB law, as representative of the Region and People of TCB.

(b) TCB will recognize only the legitimate government of TL, as determined by Leaguer law, as representative of the Region and People of TL.

© Neither Signatory may cede sovereign control of their region to another entity.

SECTION TWO - MILITARY UNDERTAKINGS

(a) Neither TCB nor TL will engage in direct military hostilities against the other, nor against one another's protectorates which have been communicated to the other signatory.

(b) The appearance of individual members of TCB and TL on opposite sides of a military engagement shall not be considered "military hostilities against the other" for this purpose.

© TCB and TL shall aid each other in Delegacy transferrals when requested.


SECTION THREE - WORLD ASSEMBLY AFFAIRS

(a) Neither Signatory shall write or support the authorship of World Assembly Security Council proposals that would harm each other, including condemnation and liberation without express request from the recognised legal government of each signatory.

(b) TCB shall inform the most senior executive leader and the executive in charge of Foreign Affairs of TL if a citizen of TCB attempts to write or support a World Assembly Security Council proposal that names a regional officer or executive leader of TL. TL shall inform the most senior executive leader and the executive in charge of Foreign Affairs of TCB if a citizen of TL attempts to write or support a World Assembly Security Council proposal that names a regional officer or executive leader of TCB.

SECTION FOUR - INTELLIGENCE UNDERTAKINGS

(a) Neither Signatory will engage in espionage against the other. For this purpose, "espionage" is the act of engaging a person to act under false pretenses in a Signatory region without the permission of that region's legitimate government.


SECTION FIVE - DIPLOMATIC UNDERTAKINGS

(a) Each Signatory shall establish and maintain in-game embassies (i.e., on the NationStates site) with one another.

(b) Where possible, each Signatory shall maintain off-site embassies with one another.

© Each Signatory shall send and receive an ambassador to the other signatory.

SECTION SIX - CULTURAL UNDERTAKINGS

(a) TCB and TL  will celebrate Victory Day on July 8th annually together through social and cultural activities. This can include, but is not limited to, festivals, competitions, and university sharing events. Invitations to such must be extended, where relevant, to either the most senior executive leader, and/or a representative of TL or TCB who is in charge of Foreign Affairs or Culture.


SECTION SEVEN - RECRUITMENT UNDERTAKINGS

(a) Neither TCB nor TL will deliberately engage in recruitment from the other, nor from one another's protectorates which have been established by regional law and communicated to the other signatory. "Recruitment" is defined as the sending of telegrams on the NationStates site to encourage nations to move regions.

SECTION EIGHT - PROCEEDINGS

(a) This Treaty will come into force on the date of ratification by both TL and TCB as dictated by their respective governing procedures.

(b) Either Signatory reserves the right to exit this Treaty. The exiting Signatory must make reasonable efforts to notify the other as soon as possible.

© This agreement may be amended by mutual agreement of both Signatories.

(d) Upon ratification, this treaty shall be the sole bilateral treaty between TCB and TL, superseding any prior written documents describing a relationship between the regions.

The League – The South Pacific

The League and the South Pacific, recognizing our shared defender values and close cooperation in various areas, hereby enter into this treaty of friendship, mutual defense, military and cultural partnership.

Article I – Mutual Recognition of Government Legitimacy
  • 1. The parties to this treaty recognize the Coalition of the South Pacific, as established by the Charter, as the sole legitimate government of the South Pacific. The parties to this treaty recognize the Republic of The League as the sole legitimate government of The League. The parties will not extend recognition as legitimate to any government otherwise represented.

  • 2. The South Pacific shall be authoritatively represented by the government of the Coalition of the South Pacific, embodied principally by the relevant officials as outlined in the Charter of the Coalition of the South Pacific. The respective military authority of the South Pacific is the South Pacific Special Forces (SPSF).

  • 3. The League shall be authoritatively represented by the government of the Republic of the League, headed by the Consulate. The respective military authority of The League is the League's Defense Forces (LDF), embodied principally by the relevant Consul and the General of the Defense Forces.

  • 4. Should the government or military of either party change, authoritative representation will be performed by the corresponding functionally equivalent positions or institutions.

  • 5. A territory of either party shall be a region which exists under the sovereign protection or control of the party’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed below:
    • The South Pacific, as the home region of the Coalition of the South Pacific.
    • The League, as the home region of the Republic of The League.
    • Concord, as a territory of the Republic of The League.

Article II – Non-Aggression and Mutual Defense
  • 1. The parties shall respect the sovereignty of the other, encourage that respect amongst their partners and allies, and acknowledge that with sovereignty comes the right to govern themselves in the way of their choosing.

  • 2. The parties to this treaty agree not to attack the home region or any recognized territory of the other party, nor participate in any action with the intent to overthrow their legitimate government.

  • 3. Both parties will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either party’s home region or territories.

  • 4. Both parties will refrain from conducting clandestine operations, espionage, or other forms of spying against either party.

  • 5. Both parties will, in good faith, report any known threat or concern related to the other party's security, to the appropriate security organs. For the South Pacific, the authoritative security organ will be the Council on Regional Security. For The League, the authoritative security organ will be the Consulate. Should the government of either party change, these security functions will be performed by the corresponding functionally equivalent positions or institutions.

  • 6. The parties to this treaty may seek assistance for the self-defense of their home region or a recognized territory by lodging an official request with the appropriate officials.

  • 7. Both parties agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions or recognized territory.

Article III – Cooperation
  • 1. The parties’ home regions shall share in-game and off-site embassies in order to allow cross-posting. If an illegal delegate of one parties’ region closes the in-game embassy with the party region's counterpart, embassies shall be restored immediately following the restoration of the legitimate delegate.

  • 2. The parties to this treaty agree to seek opportunities for military cooperation in defensive, liberation, and anti-fascist operations in accordance with their laws and traditions.

  • 3. Both parties agree to share intelligence as circumstances permit for the purposes of conducting defensive operations. Both parties agree to keep classified any sensitive information regarding military affairs that concerns the other party or its defense operations, and only publish that information in a manner mutually agreed upon.

  • 4. The parties to this treaty will endeavor to conduct communal cultural activities. This will include military confidence building measures and wargames at least once per year.

  • 5. Each party will also endeavor, where appropriate and possible, to collaborate with the other in World Assembly programs and activities, such as the discussion or drafting of proposals, educational initiatives, or other similar projects.

  • 6. The parties will assist each other during lawful delegate transitions of their home region or a territory upon request if operational circumstances permit.

Article IV – Peaceful Settlement of Disputes
  • 1. The parties to this treaty undertake to settle any and all disputes between them through peaceful means and to refrain from using the threat of force or sanction against one another while this treaty is in force.

Article V – Deposit and Clarification
  • 1. This treaty shall be deposited in a publicly accessible area of the community forums of both parties.

  • 2. The parties to this treaty may, from time to time, clarify the terms of this treaty through memorandums of understanding, which shall be posted alongside the treaty.

Article VI – Suspension of Terms and Termination of the Treaty
  • 1. Either party may suspend the terms of the treaty, if the other party has materially breached its terms, until such a time that both parties peacefully settle the dispute and adopt a memorandum of understanding that the treaty is again in force.

  • 2. Either party may terminate the treaty with five days’ notice, posted publicly in the forum of deposit in both regions, after which the terms of the treaty are no longer binding on either party.

The League – The Rejected Realms

The Republic of The League (The League) and The Rejected Realms (collectively the “signatories”), affirming their intent to continue their extant diplomatic relationship, establish this treaty as the sole and supreme document defining their relationship and its obligations.

Article I: Recognition
  • 1. The League will only recognize the legitimate government of The Rejected Realms and its territories as defined by the Constitution of The Rejected Realms and any other applicable law, and shall not recognize any other government of The Rejected Realms.

  • 2. The Rejected Realms will only recognize the legitimate government of The League and its territories as defined by the Constitution of the Republic and any other applicable law, headed by the Consulate of the Republic, and shall not recognize any other government of The League.

  • 3. The Rejected Realms will recognize the region of Concord as a territory of The League under the jurisdiction of the Constitution of the Republic and the government of The League for all purposes of this agreement.

  • 4. The signatories will maintain diplomatic relations, including but not limited to in-game and off-site embassies between The League and The Rejected Realms.

Article II: Non-Aggression
  • 1. Neither signatory will commit or sponsor aggression, either directly or indirectly, against the home region and territories of the other.

  • 2. Neither signatory will engage in clandestine operations directly or indirectly against a signatory, including spying, espionage, or undermining votes within a signatory or its territories.

  • 3. Neither signatory will conduct or otherwise participate in any actions to threaten the security, sovereignty, or independence of a signatory or its territories.

Article III: Mutual Defense and Security Obligations
  • 1. Both signatories commit to mutual defense of their home regions and any territories recognized by this agreement.

  • 2. Signatories exercise absolute discretion over whether or not to defend any territories of the other signatory that are not included in Article I.

  • 3. Both signatories acknowledge that all mutual defense obligations to the other signatory’s home region and territories remain in place regardless of whether any incursion’s origin is foreign or domestic.

  • 4. A signatory may request the other signatory to assist to the extent they consider feasible in the lawful transition of the signatory’s World Assembly Delegate.

  • 5. If a signatory obtains any information that is relevant to the security or stability of the other signatory, the signatory will share that information to the appropriate government or security institution of the other signatory, except if sharing that information would undermine the security of the sharing signatory.

Article IV: Cultural Obligations
  • 1. Both signatories will endeavor to organize cultural activities between and to the benefit of the members of the signatories.

Article V: Military Obligations
  • 1. Both signatories affirm their status and collaboration as defender aligned regions and will cooperate, in feasible contexts, to contribute further to defending.

Article VI: Final Provisions
  • 1. This treaty will come into effect upon its ratification by both signatories according to their internal processes.

  • 2. This agreement may be amended with the consent of both signatories and according to their respective internal processes for alteration of diplomatic agreements.

  • 3. Either signatory may exit this agreement and no longer be obligated to fulfill its terms once it has officially done so according to its internal processes. Any withdrawing signatory will make ample effort to inform the other of its withdrawal in a manner as timely as possible.

  • 4. This treaty will be publicly and easily accessible on at least one official platform of each signatory’s jurisdiction.

Preamble
  • WHEREAS The Republic of Europeia (“Europeia”) and the Republic of League (“The League”) have endeavored to develop representative political systems rooted in equality, liberty and justice;

  • WHEREAS Europeia and The League have a foundation of friendship and cooperation;

  • WHEREAS Europeia and The League wish to continue building the relationship we share;

  • NOW, THEREFORE, Europeia and The League agree to the following:

Section I: Sovereignty
  • (a) Europeia will recognize only the legitimate government of The League, as determined by the Constitution of the Republic, as representative of the Region and People of The League.

  • (b) The League will recognize only the legitimate government of Europeia, as determined by Europeian law, as representative of the Region and People of Europeia.

  • © Neither Signatory may cede sovereign control of their region to another entity.

Section II: Military Undertakings
  • (a) Neither The League nor Europeia will engage in military hostilities against the other, or against one another's protectorates which have been established by regional law and communicated to the other signatory. Participation by The League and Europeia on opposite sides of a military engagement that does not constitute an attack on either region or a region's protectorate shall not be considered "military hostilities against the other" for this purpose.

  • (b) To the extent practicable, The League and Europeia shall provide the other defensive military assistance in case of an attack by an aggressor against their home regions or any territories duly declared per clause 2a. Under no circumstance will either Signatory give direct or indirect aid to the aggressor.

  • © The League and Europeia shall not cede sovereign control over their respective military forces to any supraregional alliance. Sovereign control is interpreted as being able to make the ultimate decision with regards to the region's military resources participating in a military operation. Both regions may continue to enter into bilateral and multilateral agreements for common defense.

  • (d) The League and Europeia shall aid each other in Delegacy transferrals when requested.

  • (e) The League and Europeia will collaborate militarily for the combined benefit of both regions when practical.

Section III: World Assembly Matters
  • (a) Neither Signatory will write or vote for a Security Council Resolution naming the other Signatory, or an entity strongly associated with the other Signatory, without the express approval of the other Signatory. For this purpose, an entity shall be considered strongly associated with a Signatory if it is reasonably likely that the Resolution naming the entity will impact the reputation of the Signatory.

  • (b) Each Signatory will endeavor, where appropriate and possible, to collaborate with the other in World Assembly programs and activities, such as the discussion or drafting of proposals, educational initiatives, or other similar projects.

Section IV: Diplomatic Undertakings
  • (a) Each Signatory shall establish and maintain in-game embassies (i.e., on the NationStates site) with one another.

  • (b) Each Signatory shall maintain off-site embassies with one another, consistent with facilities provided to other treatied allies.

Section V: Intelligence Undertakings
  • (a) Neither Signatory will engage in espionage against the other. For this purpose, "espionage" is the act of engaging a person to act under false pretenses in a Signatory region without the permission of that region's legitimate government.

  • (b) The Signatories each shall provide information to the other if such information is pertinent to the other region's security or well-being, or otherwise upon the other's reasonable request, unless the party in possession of such information reasonably believes that providing that information might violate applicable laws or contravene the terms of service for NationStates or a regional communications platform, or when revealing that information would unduly compromise that party's source(s) of information. Both signatories shall endeavor to reveal as much as possible in such situations, but not more than they can under laws, terms of service, or the need to protect sources.

  • © Each Signatory will make it a violation of its internal laws to engage in espionage against the other if a similar or related law to the same effect does not already exist. To the extent permitted by each region's laws, this section shall be deemed self-executing.

Section VI: Cultural Undertakings
  • (a) Each signatory will endeavor, where appropriate and possible, to engage in social and cultural activities with the other signatory. This can include, but is not limited to, festivals, competitions, and university sharing events. Invitations to such must be extended, where relevant, to either the President or First Minister, and/or a representative of Europeia or The League who is in charge of Foreign Affairs.

  • (b) As soon as is practical, following ratification, The League and Europeia will collaborate to stage a cultural festival to celebrate this treaty.

Section VII: Recruitment Undertakings
  • (a) Neither The League nor Europeia will deliberately engage in recruitment from the other, nor from one another's protectorates which have been established by regional law and communicated to the other signatory. "Recruitment" is defined as the sending of telegrams on the NationStates site to encourage nations to move regions

Section VIII: Civil Rights
  • (a) Each signatory affirms its commitment to guarantee freedom of thought and expression, including the freedom of faith and of conscience, freedom to profess a religious or philosophical creed, and the right to freely express and disseminate opinions in any manner or medium. Notwithstanding the foregoing, freedom of thought and expression shall not be construed as providing any protection for speech or conduct that a reasonable person would infer is intended to offend, threaten or insult an individual or group on the basis of that individual's or group's sex, gender identity, sexual orientation, race, color, language, religion, or national or social origin.

  • (b) Each signatory affirms its commitment to guarantee the right to freedom of peaceful assembly and freedom of association with others.

  • © Each signatory affirms its commitment to guarantee equal protection and equal benefit of the law without discrimination on any ground including sex, gender identity, sexual orientation, race, color, language, religion, national or social origin, property, birth, status, or other immutable characteristics.

Section IX: General Provisions
  • (a) This Treaty will come into force on the date of ratification by both Europeia and The League as dictated by their respective governing procedures.

  • (b) Either Signatory reserves the right to exit this Treaty. The exiting Signatory must make reasonable efforts to notify the other as soon as possible.

  • © This agreement may be amended by mutual agreement of both Signatories.

The League – The Order of the Grey Wardens

Section I: Preamble
  • Noting the regular and fruitful cooperation between the Republic of The League (henceforth The League) and The Order of the Grey Wardens (henceforth the Grey Wardens) throughout the last year, largely in the form of military collaboration,

  • Affirming the dedication of both The League and the Grey Wardens to the prosperity and growth of each other’s regional communities,

  • Seeking to continue growing the relationship between The League and the Grey Wardens in both matters of interregional warfare and diplomatic unity,

  • Pursuant to the above, The League and the Grey Wardens hereby agree to the following provisions:

Section II: Mutual Recognition
  • The Grey Wardens will solely recognize the government of The League as established by the Constitution of the Republic and headed by the Consulate, and shall recognize no other government of The League and its associated territories and properties.

  • The League will solely recognize the government of the Grey Wardens as established by The Maker and headed by the First Warden, and shall recognize no other government of The Order of the Grey Wardens and its associated territories and properties.

  • In the event of a change in government in either signatory, this agreement may be applied to the legitimate successor institutions through a memorandum of understanding published by both parties.

Section III: Military Commitments
  • The signatories shall maintain non-aggression against the home region or any territories of the other and will endeavor to resolve any disputes in a diplomatic and peaceful manner.

  • The signatories will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either signatory.

  • The signatories will refrain from conducting clandestine operations, espionage, or other forms of spying against either signatory.

  • The signatories will, in good faith, report any known threat or concern related to the other signatory's security, to the corresponding security organs.

  • The signatories will adhere to mutual defense obligations extending to both their home regions and any duly declared territories and will provide military assistance in case of a military attack against the aforementioned of the other signatory. For the purposes of this agreement, a territory must be expressly declared as one by one government to the other to qualify for mutual defense obligations. Extant territories will be communicated upon the ratification of this treaty.

  • The signatories agree to aid each other against attempts to illegally overthrow the in-game World Assembly Delegate of their respective home regions and any territories. When feasible, signatories will also aid in Delegacy transitions upon request.

  • The signatories reiterate their commitment to cooperating on various types of defensive military operations as well as offensive operations against invaders and invader territories when possible.

Section IV: Further Undertakings
  • The regions of The League and The Order of the Grey Wardens will maintain an on-site embassy between their two home regions as both a symbol of the alliance between the two communities and as a cross-region communication nexus.

  • The signatories will not conduct deliberate recruitment against the home regions or duly declared territories of the other signatory and will exclude the other signatory from recruitment programs of that nature whenever possible.

  • The signatories will hold cultural festivities on an annual basis which will include but are not necessarily limited to wargames and training exercises between militaries, as well as games and social events.

Section V: Ratification and Amendment Process
  • This document will go into effect upon the agreement of the governments of both signatories as defined by their internal processes.

  • Similarly, this document may be amended with the consent of both signatories’ governments as defined by their internal processes.

Preamble and Introduction
  • Noting the history of cooperation between the Republic of the League and The Capital Realm of the Warzone Empire, the Golden Realm of Warzone Sandbox,

  • Believing that a treaty is the next logical step in the advancement of our friendship and the furtherance of our common goals,

  • The Warzone Empire and The League establish the following provisions under which to continue our relationship:

Section One – Mutual Recognition and General Diplomacy
  • The League shall recognize the Warzone Empire established by The Absolute Rule of the Warzone Empire, headquartered in the capital realm of the Golden Realm of Warzone Sandbox, as the sole legitimate government of Warzone Sandbox and its protectorate realms.

  • The Warzone Empire shall recognize the Republic of The League established by the Constitution of the Republic and headed by the Consulate of the Republic as the sole legitimate government of The League and its associated territories.

  • In the event that either of the signatories undergoes a domestic change of government, this agreement may be amended by the procedure established in Section Four alongside a mutual memorandum of understanding to shift recognition to a new regime of either signatory.

  • The on-site regions of The League and Warzone Sandbox shall maintain on-site embassies in the spirit of diplomatic connections and interregional communications.

Section Two – Mutual Defense and Military Collaboration
  • The Warzone Empire and The League shall maintain a policy of both non-aggression and mutual defense, ensuring both diplomatic and military responses to any incursion, military or otherwise, against either government by hostile forces, be they domestic or external.

  • Furthermore, the Warzone Empire and The League will make a continued effort to support each other in future military operations outside of the Warzones, including but not limited to liberation, defense, and detag operations, as well as potential anti-invader operations that should otherwise present themselves.

Section Three – Cultural Undertakings
  • In addition to good faith diplomacy and inter-community interaction, the Warzone Empire and The League will endeavor to, at their conveniences, host mutual cultural events and undertakings between their respective communities and constituencies.

Section Four – Ratification and Amending Process
  • This agreement shall be ratified by the internal procedures of each signatory and be in full force upon ratification by both governments.

  • The provisions laid out in this document may be revised, removed, or otherwise amended by the agreement of both governments according to their internal processes.

  • In the event that either government wishes to exit this agreement, they may do so and are urged to make an effort to provide ample notice to the other signatory.

  • The regions of The League and The Free Nations Region (hereinafter: Signatories), in an effort to continue their successful diplomatic relationship, hereby establish the following bilateral treaty.

  • The Free Nations Region recognizes the Consulate and Council, as established by the Constitution of the Republic, and any legal successors thereof, as the sole legitimate government of The League. The League recognizes the Government of The Free Nations Region, as established by its Constitution, and any legal successors thereof, as the sole legitimate government of The Free Nations Region.

  • Should any legal successor to the sole legitimate government of either signatory be declared, a memorandum of understanding must be signed by the signatories to affirm the continuity of this treaty.

SECTION II — DIPLOMATIC AND SECURITY COLLABORATION
  • Signatories shall maintain on-site embassies and diplomatic representatives with one another, continuously and to the best of their abilities.

  • When requested, signatories shall aid in the legal transition of each other’s World Assembly Delegates.

  • Signatories shall seek to have meaningful communication and cooperation through the World Assembly between their governments outside of institutional obligations to the best of their abilities.

  • Signatories agree to a pact of mutual defense and will share intelligence pertaining to the security and stability of each other’s regions and governing bodies.

  • Signatories shall endeavor to cooperate on military operations to the best of their abilities.

  • Both signatories affirm their commitment to the defender cause and shall collaboratively seek to contribute meaningfully to the defender faction and to the protection of native regimes and their sovereignty, globally, to the best of their abilities.

SECTION III — CULTURAL COLLABORATION
  • Signatories shall attempt to host and/or partake in regular interregional cultural events and exchanges to aid in the development of the relationship between their communities.

  • Signatories shall attempt to enable regional message board access through their embassies to allow communication between residents to the best of their abilities.

SECTION IV — RATIFICATION AND WITHDRAWAL
  • This document may be amended with the consent of both signatories after a period of mutual deliberation and drafting.

  • Either signatory may exit this treaty following a good faith effort to preserve foreign relations, provided three-day notice.

SECTION I — INTRODUCTORY
  • The peoples of The League and Thaecia, resolving to continue their mutually beneficial relationship in military, diplomatic, and cultural affairs, hereby announce the following treaty between our esteemed regions.

  • This is a bilateral document, and the terms which follow apply to the established signing governments of The League and Thaecia.

  • Terms of this document between the signing governments, henceforth “signatories”, shall apply to both their home regions and the directly incorporated territories thereof.

SECTION II — MILITARY COOPERATION AND PROVISIONS
  • Signatories shall maintain a state of non-aggression, and shall resolve any potential disputes diplomatically.

  • Furthermore, signatories shall undertake mutual defense initiatives. These include providing one another military assistance in case of a military attack, internal or external, at the request of either signatory as well as the sharing of intelligence relating to the security of either signatory.

  • The two previous clauses shall not apply to potential military altercations where signatories are on opposing sides, only instances directly involving either signatory region itself.

  • Signatories shall, at the request of the other, aid in each other’s internal legitimate delegacy transitions.

SECTION III — FOREIGN AFFAIRS COLLABORATION
  • Both signatories shall maintain on-site embassies with each other and otherwise cordial diplomatic relations.

  • Neither signatory shall conduct military action against the on-site embassies of another signatory. Responding to provocation in defense and response to an infringement upon either region shall be exempt from this clause.

SECTION IV — CULTURAL AFFAIRS COLLABORATION
  • Signatories shall, at their convenience, host bilateral or multilateral cultural events to foster friendliness and development between their communities.

  • On-site embassies, as previously mentioned, shall aid in fostering connectivity and development between signatory regions.

SECTION V — RATIFICATION & WITHDRAWL
  • This treaty shall enter into force immediately upon ratification by the internal procedures of each signatory.

  • Either signatory may exit this treaty via their internal processes for repealing a treaty.

  • Either signatory will endeavour to give a week's notice in the aforementioned embassies before withdrawing from this treaty.

  Partnership for Sovereignty Charter (MULTILATERAL)

The signatories, committed to the values of self-determination, regional sovereignty, and respect for the World Assembly and its members, hereby enter into the Partnership for Sovereignty.

I. Statement of Principles

1. Self-Determination. The Partnership for Sovereignty stands in support of the right of natives of a region to determine the status of their own region.
a. The Partnership for Sovereignty supports Security Council liberation proposals when natives in the target region have consented to the passage of the liberation, especially when the target region is at imminent risk of destruction.

b. The Partnership for Sovereignty opposes Security Council liberation proposals when natives in the target region are opposed to the passage of the liberation, except when the target region supports fascism or hateful ideologies and/or where the region has regularly launched unprovoked attacks against other regions.

c. The Partnership for Sovereignty opposes the practice of approval raiding. Signatories will act against it, including through diplomatic and defensive military action, as each region considers appropriate in the circumstances.

2. Positive Community. The Partnership for Sovereignty stands in support of positive contributions to the building of a better NationStates.

a. The Partnership for Sovereignty supports well-written Commendations for nations or regions which have made significant contributions to defending except where the target nation or region declines their own Commendation.

b. The Partnership for Sovereignty supports well-written Commendations or Condemnations for nations or regions which have made significant contributions to roleplaying, Issue writing or answering, region-building, interregional diplomacy, trading cards, and/or other parts of NationStates except where the target nation or region declines their own Commendation or Condemnation.

3. Respect. The Partnership for Sovereignty stands in support of the stated goals, institutions, and processes of the World Assembly and opposes bad-faith efforts to undermine or circumvent them.

a. The Partnership for Sovereignty opposes not only approval raiding, but any and all bad-faith efforts or proposals that manipulate, mislead and/or subvert the intentions of the World Assembly’s voters, and will endeavor to counteract such disinformation.

b. The Partnership for Sovereignty opposes efforts to manipulate the Security Council to directly harm signatory regions and defenders.
 
II. Setting Voting Recommendations

1. Each member region may appoint a delegation to participate in private discussions about voting with other member regions of the Partnership for Sovereignty. Each delegation shall have one vote in decisions of the Partnership for Sovereignty.

2. Any representative to the Partnership for Sovereignty may request that the Partnership set a recommendation on a vote for any Security Council proposal prior to on site voting based on the idea such a vote recommendation will fulfill the values in Article I.

3. After discussion, any representative may motion for a vote on a vote recommendation, such a vote will last 24 hours or until all members have voted. A vote recommendation includes the option preferred by the parties and the reasoning published for the recommendation. In order to issue a recommendation, a quorum of one-half of delegations must be reached, and three-fifths of non-abstaining representatives must support the recommendation. If the proposed vote recommendation does not reach these thresholds, the Partnership will not issue a vote recommendation on that Security Council proposal.

4. After a vote recommendation is issued, the recommendation will be published in a NationStates Dispatch for public viewing. Members are encouraged to further distribute the recommendation through appropriate methods to ensure the citizens of the member region are made aware of the vote recommendation.

5. Once the relevant Security Council proposal reaches a vote, the Delegates and World Assembly residents of member regions are strongly encouraged to vote in line with the Partnership’s recommendation.

III. Voting Activation Network

1. Delegations to the Partnership for Sovereignty may coordinate advocacy regarding drafting and voting on Security Council proposals.

2. Delegations to the Partnership for Sovereignty shall maintain a list of contacts with other friendly regions to contact when a voting recommendation is issued by the Partnership for Sovereignty.

IV. Membership Guidelines

1. Any region that wishes to join the Partnership for Sovereignty must contact the responsible authority in a member region to request entry to the Partnership. The member region’s delegation must present the question of the region’s admission to the Partnership for Sovereignty. By requesting admission to the Partnership, a region agrees to abide by the terms of this Charter if admitted.

2. Following discussion of the application, a 72 hour vote will be held and, if three-fourths of non-abstaining delegations concur, with a quorum of one-half of voting delegations, the region shall be admitted.

3. Should an application vote fail to reach quorum, discussion of the application shall continue for one week, after which a second vote is held. Should the second vote fail to reach quorum, the application is automatically rejected.

4. An existing member of the Partnership shall be automatically expelled if they declare a formal raiding alignment.

5. An existing member of the Partnership may be expelled for any reason if three-fourths of voting delegations concur in a 72 hour vote. A member region may not vote on its own expulsion.

6. An existing member of the Partnership may withdraw at any time.

V. Amending the Partnership for Sovereignty Charter

1. Any delegation may propose an amendment to the Partnership for Sovereignty Charter. After discussion, the delegations must unanimously support an amendment to the Partnership for Sovereignty Charter.

2. After the delegations pass an amendment to the Charter, it shall only take effect after it completes the treaty amendment process in all of the signatory regions.

I've seen a lot of people try to use the Country Data template to get their flags to show up without the prerequisite page being set up first, so I thought it would be good to have a guide on setting that up properly, as well as a more general explanation about why templates are the best thing since sliced bread.

Q: I see other people using something like {{flag|countryname}} o{{flagicon|countryname}} but when I try to use it with my nation, it doesn't work, and it shows an error instead.
A: Usually this means that a page called Template:Country data Countryname (where countryname is whatever your nation is named) hasn't yet been set up yet.

Q: Why is having the Template:Country data Countryname page necessary? 
A: Normally to add an image to Wikipedia, you have to hardcode a link to a file, like this [[File:Ananas~May_2008-1.jpg]]  and while that's fine for a picture of say, a pineapple, that's going to appear on only like one page, we need to have a better system for putting a single image on hundreds of pages. Thankfully, Wikis already have this functionality for storing something in one place and then showing it on many other pages- It's called transclusion, and it's what templates are great at. That way, this one page can store your flag(s) for display everywhere on the wiki.

Q: Cool beans, but how do I set it up?
A: First create a page named Template:Country data Countryname but with your nation name there, and then copy over the text from a similar page. Replace image links for any flags with your own flags' links, and then save your brand new template page!

Q: I see that this template can do 'variant' flags for military branches, as well as historic national flags, but where would I learn how to set those up?
A: You can look at the documentation for Template:Country data on Wikipedia, copy from others who've made their templates already (basically every RPer starts making these by copying more experienced RPers or from copying Wikipedia, there is no shame in it), or by asking questions to others in #tra-general if you get stuck.
