- The Parties to this treaty recognize the government of each Party, based upon its constituting instruments and laws, as legitimate and will not extend that recognition to any government that comes to power unlawfully.
- A Party must maintain in-game embassies with all other Parties. When applicable, a Party must maintain off-site embassies with other Parties. It is also recommended Parties exchange diplomats with all other Parties.
Article 2: Non-Aggression and Mutual Defense
- The Parties vow to never attack the home region or Protected Regions of another Party, nor participate in any action with the intent to overthrow a Party’s legitimate government or conspire to the same.
- A Party must not conduct clandestine operations, espionage, or any other forms of spying against another Party.
- The Parties agree to provide military assistance where possible in the event of a military attack, which includes but is not limited to a coup d’état, an invasion, or a raid, against the home region of another Party or a Protected Region thereof.
Article 3: Intelligence Sharing
- A Party must provide the Parties any intelligence it holds that is relevant to military hostilities, a coup d’état, or any acts of subversion against the home region, Protected Regions, or legitimate government of another Party.
- Intelligence must be shared with the relevant security organization or other entity per each Party’s wishes, as recognized in a Treaty Annex.
- The Parties agree to maintain the classified nature of sensitive information regarding military affairs that concerns the other Parties or their defensive military operations, unless they are authorized to share the information by the Party whom the information concerns.
Article 4: Cooperation
- The Parties declare that they share the general goal of protecting the sovereignty of NationStates regions and self-identify as Defender regions.
- The Parties to this treaty shall strive for closer cooperation in defensive military operations and liberations of innocent regions across NationStates.
- The Parties will also cooperate to counter quorum raiding, the tactic of disrupting the quorum of a proposal in the World Assembly by raiding regions whose Delegates have approved it, when it is being committed against regions not espousing hateful ideologies or otherwise posing a threat to other NationStates communities.
- The Parties agree to provide military assistance to lawful transitions of power between World Assembly Delegates of a Party, if requested.

- The Parties to this treaty agree to develop communal strategies to improve the quality and superiority of potatoes above all other foods, as is right and proper.
Article 5: Councils
- A Council of the Parties is defined as an official meeting of the Parties in order to discuss a matter relevant to this treaty.
- Any Party may call a Council of the Parties. A Council of the Parties has the power to:
a. Approve a request by a region to accede to this treaty.
b. Expel a Party if that Party violates this treaty or otherwise shows concerning behavior.
c. Recognise a region as a Protected Region of a Party.
d. Propose an amendment to this treaty for the Parties’ ratification.
- Each Party may send one voting representative to the Council. The Council begins once 75% of all Parties declare attendance. If a Party does not send a representative to the Council, it must provide an explanation for its absence. Parties may switch representatives during a Council.
- Once a matter has been before the Council for a week, any voting representative may move it to a vote with a second from another representative. A motion to vote beforehand requires the stated support of over 50% of Parties.
- Votes will be open for a week or until the requisite majority has been attained, whichever occurs first.
- Votes before the Council, not including motions to vote, must achieve a 75% majority of all voting representatives to be considered 'Passed' before the Council. Any representative who abstains shall not be counted in the vote tally.
- If a Council is called to expel a Party from this treaty or to remove recognition of a Protected Region of a Party, the Party in question may discuss in the Council but cannot vote and the Party’s attendance will not impact the presence of a quorum.
- The voting representative of the Party who called the Council is responsible for monitoring the discussion time, opening votes, closing votes, and announcing vote results. They may, with the support of another Party, adjourn the Council if a vote is not held within four weeks of the Council convening. Should the voting representative of said Party switch out with another representative, the new representative shall assume the duties of the previous representative.
- Once the Council has dealt with the matters for which it was convened, it must adjourn.
Article 6: Ratification, Expulsion, Withdrawal, Protected Regions
- Any region interested in acceding to the treaty must make a formal request to a Party to this treaty.
- If the request is approved by the Council and this treaty is approved by the applying region in accordance with its laws or norms, the applying region becomes a Party to this treaty.
- If a Party violates this treaty or otherwise shows concerning behavior, another Party may call a Council to discuss expelling the Party in question. If the Council decides to expel the Party, it ceases to be a Party to this treaty.
- A Party may withdraw from the treaty by providing at least seven days notice to the other Parties.
- The Council may declare any region to be a Protected Region, to which the Parties will extend their defense and intelligence obligations. Protected Regions are to be listed in a Treaty Annex.
- Any Party may call a Council to remove recognition of a Protected Region for any reason.
Article 7: Amendments
- A Party may call a Council to discuss and vote on a proposed amendment to this treaty.
- If a proposed amendment is approved by the Council, the proposed amendment is sent to each of the Parties for its ratification. A Party must notify the Council of its ratification or rejection of the proposed amendment. The proposed amendment goes into effect once all Parties have ratified it, or 1 month after its approval by the Council if no Party has rejected it, whichever occurs earlier. If a Party rejects an amendment, it shall be considered failed and will not be enacted.
- A Party that failed to ratify or reject the proposed amendment within 1 month of Council approval is eligible for expulsion for inactivity.
Article 8: Deposition and Annexes
- The Parties must publicly record the complete text of this treaty in their respective appropriate record-keeping places.

Office of the Director of Culture
The Republic of The League and Concord
I would like to thank the Consulate for granting me the opportunity to serve as Director of Culture. I would also like to thank my predecessor, Jack Empire, for their service as Director of Culture, through which the Department of Culture organized the region's first organized chess tournament, as well as the other staff within the Department of Culture who have helped shape the region's culture and organize events for the past several months.
Under the Cultural Enrichment Act, passed by the Council of the Republic in August last year, the Department of Culture is tasked with managing the region's cultural affairs, including hosting events and generating interest in said events. As such, it is my job as Director of Culture to work with the Consulate, the Council, and other interested residents to lead the Department in coming up with new ways for citizens and residents of The League and Concord to be involved members of our community. During my tenure, I will ensure that the Department is wholly devoted to creating a fun environment for our community while generating interest in regional culture and affairs.

✯ KIVU PROMOTED TO LIEUTENANT ✯
In December of last year, when I was promoted from Lieutenant to Colonel, Quebecshire finished his announcement of my promotion with the words "As it becomes clearer that The League's Defense Forces has reached a level of experience and strength be a defender power, it is necessary to recognize and staff our officer corps properly to encourage the continuation of growth." [sic] These were not idle words, and in January The LDF Command started a discussion to identify those within the LDF we felt had the dedication and ability to rise up the ranks and become a leader in the LDF.
It is with great pride and honor that I announce today the first seeds of that discussion are bearing fruit.
Effective Immediately @CHSStormTracker (Anjan Kloss)known to most as Anjan Kloss or Kivu, is promoted to Lieutentant of the LDF.
Before joining the LDF Kivu had already proved themselves to be an active and reliable member of our community. They proved themselves to be an absolute juggernaut in recruiting, being a consistent top performer in that aspect, as well as a leader in The League and Concord's roleplay community where they have a variety of responsibilities including logistics and organization.
Since joining the LDF in December of 2022, Kivu has been an extremely consistent member of the LDF, joining in on important liberations like the sieges of Westphalia and The Potato Union, as well as other operations like our invasion of the Islamic States and Concord. Kivu's activity and energy were notable enough that they were recognized in the recent sieges of England with the TIC (temporary-in-charge) role in Libcord, where they were pivotal in helping keep spirits up and prevent burnout over the course of the fifteen successive updates in which we laid siege to the benighted region.
In the background Kivu was training, and has been solely responsible for triggering several mock liberations, as well as co-calling for a few operations in Libcord. LDF Leadership is certain that Kivu has a bright future ahead of them as a leader, and we are all excited to see what that future holds.

Siege of England Update and Recognition |

Siege of England Update and Recognition
After 14 sieges of England, we've decided in conjunction with other defender militaries to halt the effort for the time being. Those who are currently in England will remain deployed there until the raiders inevitably withdraw and the region is secured, but new sieges will not take place for now.
While this may seem unfortunate, we encourage all members to look back on the last 14 updates and consider what has been accomplished in that time. Sieging for that many updates is no small feat and is something very few organizations have the stamina, leadership, or energy to accomplish. The raid originally started with eight endorsement leads, and as of the suspension of sieges, two of them have lost all of their endorsements due to resignations or tactial mishaps which defender command was able to exploit.
Between that, successfully flipping the WA Delegacy of England several times amongst invaders (thereby resetting the timer for them to appoint new Border Control officers), and a Security Council liberation of the region imminent, it will be extremely difficult if not fundamentally impossible for invaders to permanently damage England.
We had an incredible 52 unique participants who actively joined the siege of England at least once, an insane number of updaters rivaled by few militaries throughout the entire history of NationStates. This is a record of an update-only operation for the LDF, only outdone by Operation Majapahit's piling numbers, which was considerably easier since it did not require forces to be on at a specific time.
We would like to offer extreme thanks to everyone who participated, especially those who attended and partook multiple times, which greatly aided the efforts.
Everyone who participated at least once (listed further in this post) is awarded the LDF Honor for the Siege of England, which I've included below. I'd like to remind everyone of the LDF Profiles and Honors dispatch, where you can get added alongside all of your awards if you contact me on Discord (Cubic#1608). The Honor is pictured below, it's BB-code version can be found below as well for anyone wishing to display it.

Opening of the 24th Council of the Republic |

Opening of the 24TH Council of the Republic
Office of the Consulate
Citizens and Delegates of The League and Concord,
Welcome new delegates! The legislative body now consists of 28 of the Republic's finest as chosen through the nomination process, which I believe is a new record. For this term's speaker, the Honorable Speaker Reykanes has been reappointed by the Consulate to serve another term. We look forward to seeing what comes of such a populous Council.
Over the last Council, we saw a period of relative calm, but don't let that deter any of you from speaking up if you have legislation or other ways that you would like to see this region grow, change, and improve. I remain optimistic as we approach the fourth anniversary of this legislature that the region will continue to be prosperous with your aid. There were some topics from last term that might merit revisiting, and as the long awaited/feared NationStates Frontiers & Strongholds update draws near, there will not doubt be new challenges for us all to face with the sword and the pen.
Thank you all,
Consul Spode

A Speech from Salisford |

Hello, my name is Salisford, and I originally joined this community back in 2016, during the time when it was known as LCN. Soon after my arrival, I became involved in regional politics and eventually served on multiple regional cabinets.
In early 2018, I received an invitation to join the National Committee of Reconstruction, which later appointed the first three consuls. After Consul Neo resigned, I was selected, with his endorsement, to succeed him as Consul of the Republic on March 18th, 2018. I served in this capacity until my regrettable departure from LCN in 2019. After a brief hiatus from NS, I was invited back by the regional government in 2020, and I have since resumed my active involvement in regional politics and culture.
I am proud to have witnessed the growth and development of this great community and grateful to have humbly served as both a Consul and citizen for all these years. We have come a long way from being a tiny group of friends and acquaintances to becoming a truly massive community. I would never have dreamed of this community's size back in 2019.
It is an honor to continue serving you, and I look forward to seeing what future developments are in store for this great community.
Thank you.
