I am here to deliver the Delegate's September 2023 State of the Coalition address, delivered to the Assembly with the invitation of the Chair and Prime Minister, and addressing the progress of the government in regional administration. It is reproduced below for your convenience.
Quote:Mr. Chair, Honorable Prime Minister and your Cabinet, Chief Justice Kris Kringle, and Associate Justices, and to the most honorable Legislators of the Assembly;
Thank you so much for being in attendance here today.
The State of the Coalition is excellent. Through the incredible efforts of the Assembly, the Regional Message Board, the Cabinet, and more, we have continued to remain an outstanding region, government, and community throughout NationStates. We cannot thank everyone who has participated in our many facets enough, but we hope that a small token of our appreciation is communicated well enough through this address.
The Cabinet is hard at work, firing on all cylinders. Our bilateral discussions with our allies and other major defender regions have been productive and amicable. Our outreach to non-GP and smaller GP regions continues, culminating in the construction of an embassy with the Empire of Great Britain this month and signaling the start of what we hope to be a long and fruitful partnership. The joint cultural event with the Union of Democratic States resulted in our victory and the flying of the TSP Supreme flag over Federal City, and we also successfully completed a joint military operation.
Minister Kotoha Tanaka has introduced a frankly dangerous amount of glass into the Special Forces, as well as some incredible reporting on the military’s activities. Minister Legend is placing the finishing touches on several major agenda items and will put out an announcement shortly. Minister Maverick has been swamped with RL work but has more time in the remainder of the term to work on key agenda items, namely a joint interregional Roleplay event and better integration points. Minister Pronoun has continued their work on dispatches and telegrams and is always seeking additional input. Of special note is the Pathways to Engagement topic, which is the cornerstone of our current integration efforts.
The Assembly has been a place of vigorous debate as well, seeing a number of both private and public discussions ongoing and starting. Notably, we have seen a long-debated bill go to vote and be defeated. The bill regards voter registration and a massive overhaul of the electorate and composition of the legislature. An active legislature is a hallmark of a strong political culture, and we hope to see more engaged discussions on some of the most important topics to the Coalition. The High Court has been deliberating on the applications it has received for potential new Legislators to join their ranks. The Council on Regional Security has introduced a new member into the Coral Guard and has continued discussions on the official line of succession.
Our Coalition is on a good path. We thank everybody involved for their continued efforts to ensure the longevity of NationStates’ Oldest Democracy, and cannot wait to see what we can accomplish next.

Liberation of The International UN Awards |

Weekend Liberation: The International UN
Earlier this week, The International UN was the subject of an occupation force led by raiders and their allies seeking to destroy the region. Despite a rough start to the siege, the LDF fielded 23 Minutemen to the region, contributing greatly to the successful liberation on the third attempt. @CHSStormTracker in particular contributed heavily, and all participating members are hereby awarded the below ribbon. It will be added to the LDF Profiles & Honors dispatch tomorrow.
Thank you to those who participated, enlisted members and civilians alike. To the citizens who participated, I encourage you to sign up for the military, as it is an easy committment and allows you to serve the region in a critical way, and gain promotions/recognition within The League & Concord.

I’m pleased to report that the new Cabinet has taken office. The Minister of Defense has already taken to hanging various idol posters and setting up figures on their desk, so I think we’re in good hands. On behalf of a grateful Cabinet, and I’m sure alliance, many thanks to Amerion for their service and dedication to the Coaliton.
We’ve laid out our agenda and plans pretty well in the campaign and in the appointment process. HumanSanity and I have already begun work in the FA realm, as we open dialogues with our allies and reach out to regions that we’ve identified during the confirmation. Em has rekindled the flame in OWL votes, as well as in PfS, and the fire has taken nicely. Pronoun is working on continuing the updates for our dispatches, especially our welcome dispatch, as well as the welcome telegram now that the Delegate’s election has concluded.
Griffindor, having secured victory by a huge margin against our old nemesis RON, is assuming the Delegate’s seat for the first time. The Cabinet is fully supportive of the agenda they’ve laid out, and we’ve already had some productive dialogue concerning regional security and integration that I look forward to seeing come to fruition. They’ll be sitting on the Domestic Affairs Council in an advisory capacity, as we continue to work those angles.
In addition to reviving use of the Domestic Affairs Council, we’ve assembled several teams to assist and advise the Cabinet on our work as appropriate. Maverick has brought on Qwert, Gianni, RobbyTheSeal, and Doge Land, and Legend has brought on Evinea, Canadian Dominion, and North to serve as domestic advisors, and HumanSanity has brought back Purple Hyacinth and Concrete Slab to serve as foreign advisors. Assembled teams notwithstanding, I encourage anybody who has an idea or a plan for an event or thoughts on what we should do to share them, either privately with one of the Ministers or in the Assembly. My inbox is always open.

2 Years as Chief Consul
Thank you for all your messages of congratulation. I never thought that I would have been the Chief Consul of the Republic, let alone for two years. In these two years, I've helped establish the regional recruitment program, managed the monthly Council nomination process, created the reinvigorated Orders of the Republic, and helped the regional TRA Roleplay grow to where it is today.
I am now the third consul to serve for over two years and the second Chief Consul, after Quebecshire, to reach this milestone. It's been an honor being able to serve the community for as long as I have in my currently role and I look forward to continuing to serve as Chief Consul for as long as I possibly can.

Opening of the 26th Council of the Republic
Office of the Consulate
Citizens of The League and Concord,
The Office of the Consulate welcomes you as a member of the Council of the Republic, the regional legislature and advisory body. The Council will officially enter its 26th session with the conclusion of the July 2023 electoral confirmations. This cycle, a total of 26 members were nominated to join the council: 25 will serve 2 month terms and 1 will serve a 1 month term. Of the 26 Council Delegates, 21 are returning members and 5 are new members.
The Consulate will appoint @Goobdo as this session's Speaker of the Council, who has been a member of the Council since November 2022. He has been very active within the regional community, especially within the TRA roleplay where he helps organize the roleplay's soccer/football tournaments. We thank Kanjuura for his service as Speaker for the previous 25th Council.
We again welcome you all to the 26th Council, and we look forward to your contributions to the region and the ideas you will put forth!

Defense of Nevadia Awards |

RaiderCon Occupation Thwarted, New LDF Ribbon
Earlier today raiders attempted a large-scale occupation for their annual "RaiderCon" festival. Given the brazen nature of their attempt, we were able to prepare extensively for this operation.
The true target for RaiderCon was Nevadia, and raiders were defeated in the target thanks to defender planning allowing our forces to move in comfortably before and alongside raiders. As a result, raiders were forced to frantically pivot to a target of much less stragetic relevance, a hollow victory in the face of their failures today. Of our nine attendees, seven were able to stay long enough throughout the operations to participate in the battle for Nevadia, earning them our newest LDF Honor. Please congratulate them, and to those awarded, feel free to add it to your forum signatures or otherwise display it (I will add it to the LDF Profiles in the near future).

The Tuber Concord
Article I. Mutual Recognition
Section 1. The parties to this treaty recognize as legitimate governments that government espoused by the authoritative representatives of each region, and will not extend recognition to any government otherwise represented.
Section 2. Spiritus shall be authoritatively represented by the Executive Government, as the official government of the region, led by the Chief Executive
Section 3. The League shall be authoritatively represented by the Consulate of the Republic, the region’s heads of state and high representatives.
Section 4. Should the government of either party change, authoritative representation will be performed by the corresponding functionally equivalent positions or institutions.
Section 5. A “territory” of either party shall be a region which exists under the sovereign protection or control of the party’s legitimate government. In order for a territory or home region to be afforded protections under this treaty, it must be listed below. Additional territories may be added through a mutually agreed amendment of the list by both parties:- Spiritus, as the home region of Spiritus
- The League, as the home region of The League
- Concord, as a territory of The League
Section 6. In recognition of diplomatic relations between them, the parties’ home regions shall maintain in-game embassies, off-site embassies on their respective regional forums, and diplomatic representatives within each other's regions, to the best of their abilities.
Article II. Non-Aggression and Mutual Defense
Section 1. The parties to this treaty agree not to attack the home region or any territory of the other party, nor participate in any action with the intent to overthrow their legitimate government.
Section 2. Both parties will refrain from conspiring, either directly or through a third party, to destabilize or overthrow the legitimate government of either party’s home region or territories.
Section 3. Both parties will refrain from conducting clandestine operations, espionage, or other forms of spying against either party.
Section 4. Both parties will, in good faith, agree to provide intelligence to the appropriate security organs on the acts or intentions of any party engaging in military hostilities, a coup d’état, or any acts of subversion against the home region, territory, or legitimate government of either party. For Spiritus, the appropriate security organ will be the Chief Executive. For The League, the appropriate security organ will be any member of the Consulate of the Republic.
Section 5. The parties to this treaty may seek assistance for the self-defense of their home region or a territory by lodging an official request with the appropriate officials.
Section 6. Both parties agree to aid each other against attempts to illegally overthrow the in-game Delegate of their respective home regions or territories.
Article III. Further Cooperation
Section 1. The parties will assist each other during lawful delegate transitions of their home region or a territory upon request if circumstances permit.
Section 2. The parties to this treaty will endeavor to conduct communal cultural activities.
Section 3. The parties will not conduct deliberate recruitment against either’s home regions or territories and will exclude the other party from recruitment programs of that nature whenever possible.
Section 4. The parties will collaborate on World Assembly proposals to a mutually beneficial extent, notably regarding the recognition of each others’ members and ensuring the continuation of Security Council Resolution 419.
Article IV. Ratification, Dispute Settlement, Suspension of Terms, and Termination of the Treaty.
Section 1. This treaty shall enter into effect upon completion of the respective lawful ratification processes of Spiritus and The League.
Section 2. The parties to this treaty undertake to settle any and all disputes between them through peaceful means and to refrain from using the threat of force or sanction against one another while this treaty is in force.
Section 3. Either party may suspend the terms of the treaty, if the other party has materially breached its terms, until such a time that both parties peacefully settle the dispute and adopt a memorandum of understanding that the treaty is again in force.
Section 4. Either party may terminate the treaty with five days’ notice, posted publicly in the forum of deposit in both regions, after which the terms of the treaty are no longer binding on either party. Termination of this treaty shall not itself be interpreted as an act of aggression.
