Pandemic Preparations Act
Preamble: Recognising the existence of the zombie pandemic, spread at horrifying speeds throughout the multiverse for a gruelling 36 hours beginning on October the 31st,
Commending the work of those nations diligent in preparing for the spread, including Consul Spode Humbled Minions, with his establishment of the Blue Chevron organisation, which has undertaken incredible research and deployed immense resources to protect the denizens of Concord from the pandemic,
Alarmed, however, of the critical gap in the regional response to the pandemic, one left unfilled by any other citizen of our Republic; of the other region united under our community, The League,
Remembering those killed by the pandemic due to unfortunately strained resources, while committing ourselves to providing for the regional infrastructure to ensure a swifter and less centralised response to the pandemic,
The Government of The League and Concord hereby:
Part One: General principles
Defines, in relation to national strategies to combat the pandemic–
- a “curative strategy” as a strategy adopted by a national health system dedicating itself to research on a cure for those infected by the zombie virus,
- a “passive strategy” as the absence of an adopted strategy in response to the pandemic by a national health system,
- an “antihuman strategy” as a strategy adopted by an overwhelmed national health system breaking down entirely, with zombified authority figures dedicating themselves to spreading the virus in contravention of explicitly recommended best practice, and,
- an “exterminative strategy” as a strategy adopted by a national government dedicating itself to the violent eradication of the zombified.
- a “cure missile” as a medical agent which disperses a cure unto another nation via aerial bombardment,
- a “tactical zombie elimination squad” as a military deployment used to murder those zombified in other nations, and,
- a “zombie horde” as a weapon used to release those infected unto other nations in order to artificially increase suffering elsewhere.
Part Two: Dual-unitary structures
Understands the Republic’s constituent regions as necessitating separate responses to the pandemic due to the impossibility of deploying cure missiles cross-border.
Dedicates the response teams of the Republic to a Dual Health Strategy, in which, while each region coordinates its own health response individually, interregional cooperation is utilised to most effectively distribute resources and materials across the two regions.
Establishes, for the explicit purpose of managing an interregional response to the pandemic, a public health committee, under which membership is granted on the conditions of–
- the prospective candidate directly applying for membership through the recognised route,
- their membership of the public health committee not being reasonably objected to by the Consulate, and,
- their possession of at least one nation in The League and/or Concord.
Understands the mandate of the public health committee to include–
- the dissemination of propaganda in furthering an interregional curative strategy and outcome,
- the coordination of a generalised strategy against the pandemic, ensuring that both regional response teams are equipped against viral infection, and,
- whichever competences are bestowed unto it in practice.
Establishes, for the purpose of managing the individual responses of The League and Concord to the pandemic, two separate rapid response teams, with membership determined under the same conditions as the public health committee, and their tasks including–
- coordinating resources to most efficiently achieve the curative goal,
- disseminating materials to those in their region through personal communications and other means to discourage crimes against public health,
- messaging those in their region maintaining passive strategies to encourage the widespread dedication of resources to cure research, and,
- gathering information on crimes against public health committed in their region for report to the proper authorities.
Part Three: Quarantine
Defines ‘quarantine’ as the complete closure of a region to foreign visitors in the course of an efficient response to the public health crisis.
Establishes the right for either regional rapid response team to present a 'Crisis Motion' to the Consulate in the course of the public health crisis, in which quarantine is recommended due to sustained, outwards attacks on an effective response, including but not limited to–
- a mass deployment of puppet nations, with the effect of artificially increasing their deployed region's number of zombified or dead residents or slowing down regional progress towards the fulfilment of a curative strategy through either time spent curing their residents or banning and ejecting these nations, and,
- the terrorisation of other nations through the deployment of tactical zombie elimination squads or zombie hordes by a mass of newly-moved nations.
Part Four: Crimes against public health
Creates a new category of criminal offence, to be termed “crimes against public health”, prosecuted during the course of the pandemic, reported by the rapid response teams and/or public health committee.
Establishes the crime against public health of “malcompliance”, to be defined as an act with which a nation within The League or Concord rejects the recommended policy and chooses either an antihuman or exterminative strategy with regards to dealing with the pandemic.
Establishes the crime against public health of “malicious interference”, to be defined as an act with which a nation within The League or Concord deploys tactical zombie elimination squads, or zombie hordes, to other nations.
Establishes the crime against public health of “malicious neutrality”, to be defined as an act where a nation is moved into The League or Concord during the course of the pandemic, a move which any reasonable person would view as an attempt to slow down the pandemic response or artificially inflate the number of zombified or dead.
