Preamble:

Recognizing the need for leadership and direction for the Council of the Republic,

Noting the shaky history of Council of the Republic leadership,

Ensuring the ability of all members of the Council of the Republic to legislate and lead;

The Government of the League and Concord hereby:

Reestablishes the position of Speaker of the Council, officially to be known as the Speaker of the Council of the Republic,

Limits the term of the Speaker to three months, renewable once consecutively, or until the end of a legislative term, if the term should expire prior to the three month term,

Establishes election procedure for the Speaker as follows:

I. Elections shall be held 24 hours after the expiration of each Speaker term, and will be held 48 hours following the passage of this act.

II. Elections will be set-up and monitored by the Consulate.

III. Candidates for election must formally declare their candidacy and be verified by the Consulate prior to the opening of voting.

IV. The voting process shall be such that every voter has the opportunity to rank relatively every candidate put forward, with all vote slates being counted equally.

V. If, overall, two or fewer candidates put themselves forward for the position, a simple majority vote shall be used instead of a ranked slate.

VI. For the process of tabulation, a points system shall be used, in which the candidate with the most points shall be speaker-elect. For the purpose of this, a vote for a candidate marked as the voter's first preference shall be counted in terms of points as equivalent to the total number of candidates who put themselves forward for the position. The second level preference shall be counted as the total number of candidates minus one, repeated in steps of one for each lower level of preference on the voter's slate.

VII. Voting shall last for 48 hours.

Grants the Speaker the following powers:

I. To initiate and encourage wider participation in Council of the Republic deliberations,

II. To administrate all voting procedures held within the Council of the Republic.

III. To contact and encourage Citizens of The League and Concord to apply to join the Council of the Republic.

Allows the Council of the Republic to impeach the Speaker of the Council under the following conditions;

I. The Speaker has served for at least 10 days.

II. The Council of the Republic votes via over a two-thirds majority to remove the Speaker.

III. The Consulate does not overrule impeachment proceedings.

Grants the Consulate the right to remove the Speaker of the Council without a Council-vote, withstanding that the reason(s) for the removal are clearly stated.
