Preamble: 

Recognizing the crucial importance of governmental turnover to allow for the incorporation of new ideas and legislation;

Acknowledging the reliance of the current archival system established under L31039 on the change of Councils of the Republic;

Noting the need for strict defining of the limitations of both Terms and Sessions;

Perceiving the need for certain restrictions to placed on the Council of the Republic to ensure the retention of valuable legislators;

Defending the contributions of effective lawmakers and their right to remain in government;

The League and Concord Government Hereby: 

Reestablishes term limits for Councils of the Republic, under the definition set out in the following clause.

Defines a legislative term as the period in which a Council of the Republic is convened to propose, discuss, and vote on legislation.

Allows for the Consulate or a unanimous Council-vote to call a legislative term to close prior to the sixth month mark, after the term has been incumbent for at least a month.

Institutes a mandatory review process for every incumbent legislator in the Council of the Republic at the closing of a legislative term. The review will be conducted by the Consulate or any Consulate-nominated and Council-approved independent reviewer. The review will consist of evaluation of the legislative contributions of the legislator from the outgoing legislative term as well as any previous terms. Legislative contributions are to be defined as the degree to which a Council Delegate has participated introduction and discussion of legislation, voting on bills and motions, involvement in other activities, and debates held by the Council. The Consulate has full discretion to reappoint or remove any legislators based on the review process, and is obligated to provide the legislator justification in the case of removal.
