Preamble: Recognising the existence of the zombie pandemic, spread at horrifying speeds throughout the multiverse for a gruelling 36 hours beginning on October the 31st,

Commending the work of those nations diligent in preparing for the spread, including Consul Spode Humbled Minions, with his establishment of the Blue Chevron organisation, which has undertaken incredible research and deployed immense resources to protect the denizens of Concord from the pandemic,

Alarmed, however, of the critical gap in the regional response to the pandemic, one left unfilled by any other citizen of our Republic; of the other region united under our community, The League,

Remembering those killed by the pandemic due to unfortunately strained resources, while committing ourselves to providing for the regional infrastructure to ensure a swifter and less centralised response to the pandemic,

The Government of The League and Concord hereby:

Part One: General principles

Defines, in relation to national strategies to combat the pandemic–

a “curative strategy” as a strategy adopted by a national health system dedicating itself to research on a cure for those infected by the zombie virus,
a “passive strategy” as the absence of an adopted strategy in response to the pandemic by a national health system,
an “antihuman strategy” as a strategy adopted by an overwhelmed national health system breaking down entirely, with zombified authority figures dedicating themselves to spreading the virus in contravention of explicitly recommended best practice, and,
an “exterminative strategy” as a strategy adopted by a national government dedicating itself to the violent eradication of the zombified.

Defines, in relation to the resources available for individual nations throughout the pandemic–

a “cure missile” as a medical agent which disperses a cure unto another nation via aerial bombardment,
a “tactical zombie elimination squad” as a military deployment used to murder those zombified in other nations, and,
a “zombie horde” as a weapon used to release those infected unto other nations in order to artificially increase suffering elsewhere.

Regards the official policy of the Republic regarding response to the pandemic to be a curative strategy, involving the maximisation of survivors and the minimisation of both the dead and zombified by the end of the pandemic.

Part Two: Dual-unitary structures

Understands the Republic’s constituent regions as necessitating separate responses to the pandemic due to the impossibility of deploying cure missiles cross-border.

Dedicates the response teams of the Republic to a Dual Health Strategy, in which, while each region coordinates its own health response individually, interregional cooperation is utilised to most effectively distribute resources and materials across the two regions.

Establishes, for the explicit purpose of managing an interregional response to the pandemic, a public health committee, under which membership is granted on the conditions of–

the prospective candidate directly applying for membership through the recognised route,
their membership of the public health committee not being reasonably objected to by the Consulate, and,
their possession of at least one nation in The League and/or Concord.

Understands the mandate of the public health committee to include–

the dissemination of propaganda in furthering an interregional curative strategy and outcome,
the coordination of a generalised strategy against the pandemic, ensuring that both regional response teams are equipped against viral infection, and,
whichever competences are bestowed unto it in practice.

Establishes, for the purpose of managing the individual responses of The League and Concord to the pandemic, two separate rapid response teams, with membership determined under the same conditions as the public health committee, and their tasks including–

coordinating resources to most efficiently achieve the curative goal,
disseminating materials to those in their region through personal communications and other means to discourage crimes against public health,
messaging those in their region maintaining passive strategies to encourage the widespread dedication of resources to cure research, and,
gathering information on crimes against public health committed in their region for report to the proper authorities.

Regards neither of the individual rapid response teams as concrete institutions, understanding their establishment to be subordinate to the overall curative goal.

Part Three: Quarantine

Defines ‘quarantine’ as the complete closure of a region to foreign visitors in the course of an efficient response to the public health crisis.

Establishes the right for either regional rapid response team to present a 'Crisis Motion' to the Consulate in the course of the public health crisis, in which quarantine is recommended due to sustained, outwards attacks on an effective response, including but not limited to–

a mass deployment of puppet nations, with the effect of artificially increasing their deployed region's number of zombified or dead residents or slowing down regional progress towards the fulfilment of a curative strategy through either time spent curing their residents or banning and ejecting these nations, and,
the terrorisation of other nations through the deployment of tactical zombie elimination squads or zombie hordes by a mass of newly-moved nations.

Understands the right of Crisis Motion for either or both regions to belong to the public health committee in a situation where activity or circumstance has resulted in the non-establishment of one or both regional rapid response teams.

Part Four: Crimes against public health

Creates a new category of criminal offence, to be termed “crimes against public health”, prosecuted during the course of the pandemic, reported by the rapid response teams and/or public health committee.

Establishes the crime against public health of “malcompliance”, to be defined as an act with which a nation within The League or Concord rejects the recommended policy and chooses either an antihuman or exterminative strategy with regards to dealing with the pandemic.

Establishes the crime against public health of “malicious interference”, to be defined as an act with which a nation within The League or Concord deploys tactical zombie elimination squads, or zombie hordes, to other nations.

Establishes the crime against public health of “malicious neutrality”, to be defined as an act where a nation is moved into The League or Concord during the course of the pandemic, a move which any reasonable person would view as an attempt to slow down the pandemic response or artificially inflate the number of zombified or dead.]]> Pandemic Preparations Act

That the Council of the Republic does petition the Consulate for the creation of a new Department of Roleplay, through the reorganization of the Terraconserva Roleplay Association, under the following guidelines:

That the Department of Roleplay will be under the official administration of a Director of Roleplay, appointed at the Consulate's discretion.

Preamble: Respecting the historic significance of CRL 4 – An Act to Clarify Crimes Against the Republic; and CRL 25 – An Act to Repeal CRL 4 and to Reform The League's Definition of Crimes Against the Republic in first establishing as criminal offence those acts which threaten to severely damage the institutions and governance of the Republic,

Realising that, following the repeal of CRL 25 by the Omnibus Council Legislative Reform and Reorganisation Act, there remains no in-force legislation criminalising acts of this matter,

Believing that, were the contents of this Act updated to fit modern legislative standards, it would provide important legal foundation for the prosecution of those who act against the interests of the Republic;

The Government of The League and Concord hereby:

Part I: General principles

Creates a new category of criminal offence, to be termed a “crime against the Republic”, to consist of those actions which threaten the effectiveness of the institutions of governance in The League & Concord and the principles that underline the Constitution of the Republic;

Upholds sentencing for conviction of any crime against the Republic to be up to the discretion of the Consulate of the Republic, fulfilling their constitutional role as the judiciary.

Part II: Subversion

Defines the crime against the Republic of 'subversion' as the usage of several accounts on any platform to obtain several identities within the Republic without proper declaration and approval from relevant authorities;

Understands a person to not be committing the crime of ‘subversion’ if they deploy, site-wise, two nations; one deployed in The League, and one in Concord, unless they obtain World Assembly membership on one without endorsing the legitimate delegacy of the region concerned;

Part III: Distribution of classified information

Defines the crime against the Republic of ‘distribution of classified information’ as spreading classified governmental information to those without adequate clearance;

Understands ‘classified governmental information’ as automatically including information spread in private messaging channels for government officials, except if—

a member of the executive government of the Republic explicitly and provably states that the information is permitted to be spread through public channels,
the information is within the public interest with regards to the activities of the Council of the Republic while its public distribution does not in any way damage the Republic’s foreign relations or internal security, or,
the information, shared prudently, is directly related to the prosecution of undue behaviour of governmental officials and/or Council Delegates.

Enacts that, in order for any document to be considered 'classified governmental information', the qualifications of and/or persons to whom the document is solely allowed to be viewed by and shared amongst must be explicitly stated on the document itself, with a provable and datable record as to the classification;

Declares classified information contained within a document permissible to be spread to individuals without clearance if the information contained, shared prudently, is directly relevant to the legal argument as to allegations of a crime against the Republic against any individual.

Part IV: Sedition

Defines the crime against the Republic of ‘sedition’ as spreading disinformation with the intent to disrupt, damage, subvert, or destroy the legitimate government of the Republic and/or its regions;

Defines ‘disinformation’ as false or misleading information spread with the intention to be taken as true;

Enacts that, in order for any person to be convicted of the crime of sedition, the disinformation they had spread must be—

in regards to the Republic, its government, regular citizens, actions, and/or officials,
harmful to the Republic, its government, regular citizens, actions, and/or officials, and,
spread in such a manner that a reasonable person would not view it as humorous.

Part V: Treason

Defines the crime against the Republic of ‘treason’ as behaviour consistent with other crimes against the Republic provably conducted in collusion with foreign agent(s) and/or foreign government(s) with the intention to disrupt, damage, subvert, or destroy the legitimate government of the Republic and/or its regions;

While cognizant of the differing responses trials in which the nature of the actors to whom the crime was committed in favour of will have in regards to foreign relations, understands the following not to be relevant to trials for the crime of treason—

the frequency of contact between the defendant and the foreign agent(s) and/or foreign government(s) they were acting in collusion with,
whether the defendant was acting on advice, instructions, or their own provable understanding of what would further the interests of the foreign agent(s) and/or foreign government(s), and,
the identity or identities of the foreign agent(s) and/or foreign government(s) the defendant was acting to further the interests of.

Part VI: Bribery

Defines the crime against the Republic of ‘bribery’ in five cases, of which a trial for this crime shall constitute any one;

Enacts the first case as where a regional official requests, agrees to receive or accepts a social or other advantage, from a person or group intending, in consequence, for one or more relevant function(s) or activities required of the proper performance of their role be performed improperly;

Enacts the second case as where a regional official requests, agrees to receive or accepts a social or other advantage as a reward for improper performance of one or more relevant function(s) or activities required of the proper performance of their role;

Enacts the third case as where, in anticipation of or in consequence of the request, agreement to receive, or acceptance of a social or other advantage, one or more relevant function(s) or activities required of the proper performance of any aspect of the regional government is performed improperly by a regional official, upon their request, or with assent or acquiescence;

Enacts the fourth case as where a person offers, promises, or gives a social or other advantage to a regional official, intending the advantage to induce the officeholder in the improper performance of one or more relevant function(s) or activities required of the proper performance of their role;

Enacts the fifth case as where a person offers, promises, or gives a social or other advantage to a regional official, with the acceptance of the advantage being known or believed to in itself constitute the improper performance of one or more relevant function(s) or activities required of the proper performance of their role;

Understands it to not be relevant in the first case as to whether the regional official to whom the advantage is offered, promised or given to is the same person as the regional official who is to perform, or who has performed, the function(s) or activities concerned.

Defines a ‘regional official’ as a person entrusted into a revocable position of legislative, cultural, or governmental significant in the Republic’s internal forum and government.

Part VII: Sabotage

Defines the crime against the Republic of ‘sabotage’ as any act in which a person provably intends to or does engage in conduct which severely damages the ability of those parties with access to communicate effectively using the Republic’s own communication channels, without a clear, provable mandate from the Council of the Republic or Consulate;

Understands "damage" to include the following (whether permanent or temporary)–

the destruction of a communication channel or several,
interference in editing those communications sent through a channel or several,
the alteration of the foundational characteristics of a channel or several,
loss of or reduction in access or availability of a communication channel or several to other parties permitted by law or executive decision to such access, and,
loss of or reduction in the function, utility, or reliability of a communication channel or several.

Part VIII: Obstruction of justice

Defines the crime against the Republic of ‘obstruction of justice’ as any act in which a person provably intends to or does engage in conduct with the intent to obfuscate their involvement in another crime or to obfuscate the investigation of a crime or to hinder the prosecution of a crime;

Realises those acts that may be included under 'obstruction of justice' as including but not limited to–

providing false testimony about an individual to any governmental figure responsible for the investigation of crimes against the Republic,
destroying or attempting to conceal evidence regarding a crime against the Republic from any governmental figure responsible for investigating such crimes,
inducing an individual to testify falsely or to withhold testimony from responsible authorities, and,
using any position of authority they may have to misdirect, mislead, or otherwise delay an investigation of crimes against the Republic.

Preamble:
Understanding the history and power of The League and Concord's nuclear program, established and disestablished in accordance with its necessity to defend the Republic during the biannual nuclear apocalypse scheduled unto us by the powers beyond,

Expressing utmost gratitude to the tireless efforts of those nations who have contributed to the program, safeguarding the regions through nuclear winters of years bygone,

Believing that, with the strength and influence of the armed forces of The League and Concord, we should and must be able to exercise vast amounts of influence on the final results of the next called armageddon, putting in place preparations to ensure that the sovereign nuclear deterrent of the Republic are well-poised to destroy nuclear adventure by the adversaries,

Realising that, however, with the repeal of CRL 35, there remains no in-force legislation to prepare us for any future apocalypse;

The Government of The League and Concord hereby:

Defines ‘nuclear reinforcement’ as the state in which the Republic’s nuclear forces are part of a larger alliance, contributing to the collective defensive and offensive capabilities of the larger group.

Defines ‘nuclear independence’ as the state in which the Republic’s nuclear forces stand without membership of a broader alliance, handling collective defence and offence on its own.

Mandates the establishment of a Nuclear Response Committee as soon as the date of nuclear escalation is known, to be in charge of–

i. encouraging the participation of all residents and citizens of the Republic in defending the Republic and its allies from outside attack during the apocalypse, proliferating the combined nuclear arsenal of the Republic, and attacking those others as deemed fit;

ii. overseeing, consulting, and deciding on the overall policy of the Republic’s nuclear forces with regards to the specific shape of its nuclear reinforcement or nuclear independence;

iii. coordinating the opening and closure of private channels of communication to aid in nuclear policy;

iv. deciding upon its own name and symbolism;

v. organising for the proliferation of propaganda in aid of the proliferation of the Republic’s nuclear forces, and;

vi. proliferating and creating literature surrounding the operation of the nuclear programme, and the technologies available to support more efficient operation.

Permits persons into the nuclear response committee only insofar as they–

i. have voluntarily signed up for membership,

ii. are a recognised Citizen of the Republic, and,

iii. do not have their membership reasonably objected to by the Consulate.

Establishes, contemporarily to the establishment of the Nuclear Response Committee, the Office of the Sunfire Command, a collegial nuclear command appointed by and accountable to the Consulate, empowered to–

i. overrule decisions of the Nuclear Response Committee on the basis of adverse consequences for regional security or foreign relations;

ii. serve to coordinate and command the nuclear forces of the Republic through the apocalypse,

iii. decide upon its own name and symbolism;

iv. represent the Republic in diplomacy with other regions or nuclear alliances as it sees fit, and;

v. act with the expressed or implied mandate of the Nuclear Response Committee in areas not explicitly outlined in this Act.

Noting the shaky history of Council of the Republic leadership,

Ensuring the ability of all members of the Council of the Republic to legislate and lead;

The Government of the League and Concord hereby:

Reestablishes the position of Speaker of the Council, officially to be known as the Speaker of the Council of the Republic,

Limits the term of the Speaker to three months, renewable once consecutively, or until the end of a legislative term, if the term should expire prior to the three month term,

Establishes election procedure for the Speaker as follows:

I. Elections shall be held 24 hours after the expiration of each Speaker term, and will be held 48 hours following the passage of this act.

II. Elections will be set-up and monitored by the Consulate.

III. Candidates for election must formally declare their candidacy and be verified by the Consulate prior to the opening of voting.

IV. The voting process shall be such that every voter has the opportunity to rank relatively every candidate put forward, with all vote slates being counted equally.

V. If, overall, two or fewer candidates put themselves forward for the position, a simple majority vote shall be used instead of a ranked slate.

VI. For the process of tabulation, a points system shall be used, in which the candidate with the most points shall be speaker-elect. For the purpose of this, a vote for a candidate marked as the voter's first preference shall be counted in terms of points as equivalent to the total number of candidates who put themselves forward for the position. The second level preference shall be counted as the total number of candidates minus one, repeated in steps of one for each lower level of preference on the voter's slate.

VII. Voting shall last for 48 hours.

Grants the Speaker the following powers:

I. To initiate and encourage wider participation in Council of the Republic deliberations,

II. To administrate all voting procedures held within the Council of the Republic.

III. To contact and encourage Citizens of The League and Concord to apply to join the Council of the Republic.

Allows the Council of the Republic to impeach the Speaker of the Council under the following conditions;

I. The Speaker has served for at least 10 days.

II. The Council of the Republic votes via over a two-thirds majority to remove the Speaker.

III. The Consulate does not overrule impeachment proceedings.

Grants the Consulate the right to remove the Speaker of the Council without a Council-vote, withstanding that the reason(s) for the removal are clearly stated.]]> Council of the Republic Leadership Restructuring Act

For the purpose of this, a vote for a candidate marked as the voter's first preference shall be counted in terms of points as equivalent to the total number of candidates who put themselves forward for the position. The second level preference shall be counted as the total number of candidates minus one, repeated in steps of one for each lower level of preference on the voter's slate.

VII. Voting shall last for 48 hours.

Grants the Speaker the following powers:

I. To initiate and encourage wider participation in Council of the Republic deliberations,

II. To administrate all voting procedures held within the Council of the Republic.

III. To contact and encourage Citizens of The League and Concord to apply to join the Council of the Republic.

Allows the Council of the Republic to impeach the Speaker of the Council under the following conditions;

I. The Speaker has served for at least 10 days.

II. The Council of the Republic votes via over a two-thirds majority to remove the Speaker.

III. The Consulate does not overrule impeachment proceedings.

Consulate Order Amending the Council Terms and Sessions Act

Preamble:
Through the Constitution of the Republic, the Council of the Republic is empowered to petition the Consulate to implement regional policies through formally convened votes (III.II.I) Subsequently, the Consulate has the authority to issue Consulate Orders that outline change in said regional policy (II.II.XII) that is passed by the Council of the Republic through the form of Acts.

The Consulate of the Republic, while working with the original author of the Council Terms and Sessions Act, has come to the conclusion that the legislated Council votes for independent reviewers to carry out a post-term mandatory review process is redundant in the case of exactly three reviewers putting themselves forward. Furthermore, the Council Terms and Sessions Act does not include a provision for the case of less than three members of the Council putting themselves forward for the process.

The Office of the Consulate Hereby:
Inserts the following under Clause 5 of the Council Terms and Sessions Act:

i. In the case of exactly three Council Delegates putting themselves forward as prospective reviewers, there shall be no non-transferable vote and the three prospective reviewers are empowered to begin carrying out the review 72 hours after the closure of a legislative term.

ii. In the case of less than three Council Delegates putting themselves forward as prospective reviewers, the Consulate of the Republic may select willing members of the Consulate or Council of the Republic to serve as reviewers. Once a total of three prospective reviewers exist, the three are empowered to begin carrying out the review 72 hours after the closure of a legislative term.

Amends the title of "L001 - Council Terms and Sessions Bill", to "L001 – Council Terms and Sessions Act"

Replaces the following text from line two of the preamble; “L31039”; with “L000”.

Replaces the following text from line three of the preamble; “strict”; with “strictly”.

Strikes the following text from line three of the preamble, following “strict defining”, and before the limitations of”; “of”.

Replaces the following text from line three of the preamble, following “limitations”, and before “both Terms”; “of”; with “on”.

Inserts the following text in clause 2, following "and vote on legislation"; ", to be naturally limited at six months unless closed under the procedure laid out in clause 3."

Preamble:
Recognising the crucial importance of governmental turnover to allow for the incorporation of new ideas and legislation;

Acknowledging the reliance of the current archival system established under L000 on the change of Councils of the Republic;

Noting the need for strictly defining the limitations on both Terms and Sessions;

Perceiving the need for certain restrictions to be placed on the Council of the Republic to ensure the retention of valuable legislators;

Defending the contributions of effective lawmakers and their right to remain in government;

The Government of the League and Concord hereby:

Reestablishes term limits for Councils of the Republic, under the definition set out in the following clause.

Defines a legislative term as the period in which a Council of the Republic is convened to propose, discuss, and vote on legislation, to be naturally limited at six months unless closed under the procedure laid out in clause 3.

Allows for the Consulate or a unanimous Council-vote to call a legislative term to close prior to the sixth month mark, after the term has been incumbent for at least a month.

Institutes a mandatory review process for every incumbent legislator in the Council of the Republic at the closure of a legislative term.

The review will be conducted by a college of three independent reviewers elected amongst Council Delegates who had put themselves forward for the position following the closure of a legislative term; after 72 hours since the closure of a legislative term, Council Delegates shall, via a non-transferable vote, elect the reviewers; the three Delegates with the highest number of votes, where applicable, shall be the three occupying this position.

In the case of exactly three Council Delegates putting themselves forward as prospective reviewers, there shall be no non-transferable vote and the three prospective reviewers are empowered to begin carrying out the review 72 hours after the closure of a legislative term.
In the case of less than three Council Delegates putting themselves forward as prospective reviewers, the Consulate of the Republic may select willing members of the Consulate or Council of the Republic to serve as reviewers. Once a total of three prospective reviewers exist, the three are empowered to begin carrying out the review 72 hours after the closure of a legislative term.

The review will consist of an evaluation of the legislative contributions the legislator provided in the outgoing legislative term, to determine the activity of certain Delegates in Council activities.

Legislative contributions are to be defined as the degree to which a Council Delegate has participated in the introduction and discussion of legislation, voted on Bills, Motions, and Treaties, and participated in any other activities held by the Council.

The independent reviewers, following the review process, shall compile their ultimate recommendations regarding whether to remove or retain Delegates, and submit it as a report to the Consulate, who shall be able to remove legislators based on this report, while being obligated to provide any legislator justification in the case of their removal.

Council Delegates reserve the right to submit Motions, to be voted on by the Council as a whole, that express disagreement with any choice taken by the Consulate regarding the Review process.]]> Council Terms and Sessions Act

Remembering the historic legacy of the numerous legislators that have contributed to the development of the Republic;

Noting the hindrances placed on the legislators of the Republic to address important issues for the regions by a significant amount of outdated and often unenforced legislation;

Acknowledging the need for higher legislative review standards;

Understanding the need to properly update and codify the legislative procedure undertaken by the Council;

The Government of the League and Concord hereby:

Repeals all laws passed under Councils of the Republic 1 through 30, alongside any laws passed under the incumbent 31st Council of the Republic.

Defines a ‘Bill’ as a piece of legislation proposed formally by any Council Delegate that petitions for certain actions to be undertaken by the Executive branch of the Republic, and/or for the amendment of prior legislation.

Defines an ‘Act’ as a Bill which has been approved in a formally convened vote by a plurality of Council Delegates without veto by the Consulate, thus being enacted into regional law.
Defines a ‘proposed Motion’ as a statement proposed formally by any Council Delegate that petitions for the Council to make its opinion on a particular matter officially known, without an operative clause.

Defines a ‘Motion’ as a statement approved by a plurality of Council Delegates which officially declares the opinion of the Council on a particular matter, without an operative clause.

Codifies the voting procedure to be used by the Council for proposed Motions and Bills that do not amend the Constitution of the Republic under the following regulation:

Following a proposed Motion or Bill being moved to vote, all Delegates shall be given the opportunity to vote in favour (to be solidified through the option to vote “Yea”), against (to be solidified through the option to vote “Nay”), or in neutrality (to be solidified through the option to vote to “Abstain”) of the proposed Motion or Bill.
All Council Delegates must be immediately notified once the vote is formally opened, with every Delegate given the opportunity and ability to discuss the proposed Motion or Bill within, as appropriate, the private and public meeting locations, as outlined in Article Three, Section Two, Subsection VI of the Constitution.
