An unsuccessful attempt was made to pass an amendment to the Constitution of New Jersey in 1926 and 1927. The intent of the amendment was to have members of the New Jersey General Assembly serve two-year terms instead of one and also lengthen the terms of state senators and the governor from three years to four. The proposed amendment was passed twice by the legislature, and the text was approved by the Attorney General. Before the proposal could be put before the voters for final approval, it was noticed that though the legislature had intended that Assembly members be elected biennially (once in two years), the proposed amendment provided that they were to be chosen "biannually", meaning they were to be elected twice a year. After this discovery, the legislature passed a resolution defining biannually to mean biennially and proceeded with the referendum. On September 20, 1927, the people of New Jersey voted down the proposal, and Assembly members were elected annually until New Jersey instituted a new constitution in 1947.

New Jersey was governed then under a constitution adopted in 1844, and votes to amend it were allowed only once in five years. Among the amendments proposed initially by the 1926 legislature, and passed again in 1927, was one known as the "term extender", which would lengthen the terms of legislators and the governor. It would also require the gubernatorial election to be in the same year as the presidential election. New Jersey, despite being strongly Republican, had elected several Democratic governors recently, and Democrats believed such a change would give the Republicans an advantage. However, the fact that Republicans had a majority in the legislature meant Democrats could not block passage there. The original version, passed by the Assembly in 1926, did not mention "biannually", but the version passed by the Senate and then accepted by the Assembly did use the word. After it passed the 1927 legislature, a vote was set for September 27, 1927.

When Jews protested that September 27 was Rosh Hashanah that year, Governor A. Harry Moore convened the legislature into special session to set a new date. A Democratic clerk then pointed out the meaning of biannually, and others of that party urged that the amendment be scuttled. Instead, the Republican majority, relying on authorities who stated that biannually and biennially meant the same thing, chose to pass a resolution stating that the intent was to have elections every other year and set the referendum date for September 20, 1927. There was considerable amusement at the situation, both in New Jersey and nationwide. Frank Hague, the Jersey City Mayor and Democratic political boss of Hudson County, campaigned against the provision moving the election for governor to the presidential year, alleging it was political manipulation and the mixture of state and federal politics. Republicans stated that having the larger number of voters who cast ballots for president also help choose the governor was a good thing. The Democrats were so against the proposal that they successfully opposed three of the other four amendments that were on the ballot at the same time, lest the term extender amendment pass through confusion. The term extender failed, with just over 41 percent in favor, defeated by a huge turnout in Hague's Hudson County bailiwick, overwhelmingly against the proposal, contrasted with light turnout and lukewarm support through the rest of the state.

Banjo-Kazooie: Nuts & Bolts is a 2008 platform game developed by Rare and published by Microsoft Game Studios for the Xbox 360. Set eight years after Banjo-Tooie (2000), Nuts & Bolts follows Banjo and Kazooie as they compete with the witch Gruntilda for ownership of their home. Although Nuts & Bolts retains the structure of previous Banjo-Kazooie games—collecting jigsaw puzzle pieces to progress—it shifts the focus from exploration to vehicle construction. The player designs vehicles, including automobiles, boats, and aeroplanes, and uses them to complete challenges across various worlds. In multiplayer modes, players can compete or share their vehicles over Xbox Live.

Nuts & Bolts entered production following the completion of Grabbed by the Ghoulies (2003) and was developed by the same team behind the Nintendo 64 Banjo games, led by designer Gregg Mayles. It began as a remake of Banjo-Kazooie (1998) but was repurposed as an original game. Rare sought a broad audience and, wanting to evolve the platform genre, introduced vehicular gameplay to take advantage of the Havok physics engine. The customisation elements originated from the Rare co-founder Tim Stamper's suggestion for a game similar to connecting Lego bricks. The soundtrack was composed by Robin Beanland, Dave Clynick, and Grant Kirkhope in his final work for Rare.

Nuts & Bolts was released in November 2008. It drew criticism from fans for departing from the Banjo-Kazooie gameplay, but received generally positive reviews. Critics considered the vehicle editor robust and praised the visuals, music, and creativity, though they found some challenges tedious, and some questioned the new direction. Nuts & Bolts was a commercial disappointment, selling 140,000 copies in the United States by the end of 2008. Afterwards, Microsoft laid off staff at Rare and restructured them as a Kinect and Avatar-focused developer.

In the decade following its release, Nuts & Bolts's reputation improved, though it remains divisive. Some journalists reappraised it as the best Banjo-Kazooie game, while others felt it failed to provide the series' gameplay. Nonetheless, its focus on construction and player freedom has been considered ahead of its time, predating popular games such as Minecraft (2011) and Fallout 4 (2015). Nuts & Bolts was among the 30 games included in Rare's 30th anniversary compilation Rare Replay (2015) and one of the first added to the Xbox One's catalogue of backward-compatible Xbox 360 games. It remains the most recent Banjo-Kazooie game, despite fan interest in a continuation.

American transportation played a crucial part in the military logistics of the World War II Siegfried Line campaign, which ran from the end of the pursuit of the German armies from Normandy in mid-September 1944 until December 1944, when the American Army was engulfed by the German Ardennes offensive. In August 1944, the Supreme Allied Commander, General Dwight D. Eisenhower, elected to continue the pursuit of the retreating German forces beyond the Seine instead of pausing to build up supplies and establish the line of communications as called for in the original Operation Overlord plan. The subsequent advance to the German border stretched the American logistical system to its breaking point, and the advance came to a halt in mid-September.

The Germans attempted to delay the Allied advance until the onset of bad weather by denying access to ports and demolishing communications infrastructure in order to give their own forces time to recover. Between September and November, the American forces in Europe suffered from severe transportation problems. In September, Cherbourg was the only deep-water port in northwest Europe in Allied hands capable of handling Liberty ships, but it had been badly damaged, and took a long time to restore. Smaller ports could only handle small, shallow-draft coastal trading vessels known as "coasters". Two-thirds of the British coaster fleet, on which critical industries depended, was dedicated to the campaign. Over time rough seas, enemy action and continuous use laid up a quarter of the coaster fleet for repairs. From September onwards, an increasing volume of supplies came directly from the United States. These were stowed in Liberty ships so as to make optimal use of their cargo space. The shipments frequently included heavy and bulky items that required dockside cranes to unload. The available port capacity was insufficient to unload the ships arriving. As the number of ships awaiting discharge in European waters climbed, turnaround times increased, and fewer ships reported back to port in the United States, precipitating a global shipping crisis.

Additional port capacity was obtained through the opening of Rouen and Le Havre in September and October respectively, and of Antwerp in November. Antwerp was capable of handling all the Allies' needs, but before the war it had been a transit port, and did not possess large amounts of covered storage space. The Americans were allocated only a small amount of this, all uncovered, on the assumption that American supplies would immediately be moved to the depots around Liège. The limiting factor then shifted to port clearance. Initially, motor transport was widely used, but as the railways were brought back into service, they shouldered the burden of moving supplies from the ports to the depots. Inland water transport was developed to relieve pressure on the railways. Four waterways were rehabilitated for military use: the Seine, Oise and Rhône rivers, and the Albert Canal. Air transport was the least economic form of transport, but in September and October, with road and rail transport unable to supply even the minimum daily requirements of the armies, it was called upon to supplement them.

Although logistical difficulties constituted a brake on combat operations, they were not the only factors that brought the Allied advance to a halt. The American forces also had to contend with rugged terrain, worsening weather and, above all, with stubborn German resistance. The German recovery was sufficient to mount the Ardennes offensive in December. This threatened Antwerp and the depot areas around Liège, which also came under attack from German V-weapons and air raids. This placed immense strain on the American communications, but by the new year the American transportation system was more robust than ever, and preparations were under way to support the final assault on Germany.
